NOAA/The National Marine Fisheries Service/Northeast Fisheries Science Center (NEFSC), Woods Hole, MA,  has a requirement for Noldus Observer XT 12 software package for the collection, analysis, and presentation of observational data to accomplish behavioral coding and analysis of video.  This is a Name Brand or Equal solicitation.

This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 511210 - Software Publishers.  The small business size standard is $38.5M. 

The Government will solicit and award this contract using simplified acquisition procedures, in accordance with FAR subpart 13.0. It is the Government's intention to issue a single firm-fixed price purchase order on an "all or none" basis for all items.  The Award will be made to the quoter whose quote meets all the requirements of the software package specifications and solicitation requirements. The anticipated award date is August 7, 2014. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments.

The RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-74, effective 1 July 2014.

The solicitation will be available for download via the electronic data interchange at FedBizOpps, www.fedbizopps.gov, on or about 18 July 2014. It is the responsibility of the quoter to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the government must be registered in the System for Award Management (SAM) database, http://www.sam.gov/.

All responsible small businesses may submit an offer, which will be considered.
