PRESOLICITATION NOTICE FOR THE DEPARTMENT OF VETERANS AFFAIRS, OFFICE OF CONSTRUCTION AND FACILITIES MANAGEMENT CENTRAL REGION, CONSTRUCTION SATOC (SINGLE AWARD TASK ORDER CONTRACT)


The Department of Veteran Affairs (VA), Office of Construction & Facilities Management, has a requirement for a SATOC (Single Award Task Order Contract) with a Design Bid Build seed project to complete the buildout of the Dixie Research Building IAW plans and specifications and drawings to be provided in the solicitation that will be posted at www.FBO.gov on or after May 23rd, 2017. The seed project is for Dixie Research Buildout of 1P113A & 1P113 (approximately 1000 SF). Work to include but not limited to connection of existing building systems, completion of building finishes, final cleaning, and commissioning as applicable. Signage to be installed as shown on drawings, and will be provided by the VA upon award of the this SATOC. All work will be performed at the SouthEastern Louisiana Veterans Health Care Systems 2400 Canal Street, New Orleans, LA 70112.
The contractor shall provide all necessary transportation, materials, parts, labor, tools, equipment and supervision to perform all work. All work must meet code and be performed in accordance with the contract drawings and specifications and statement of work. All task orders against the SATOC will be Design Bid Build (DBB) General Construction Projects.

Unless additional notice is given or this notice is modified, the full solicitation will be posted on FedBizOpps, www.fbo.gov.

The solicitation will be 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. The SDVOSB must be a General Contractor company with an approved NAICS Code of 236220, size Standard 36.5M and sufficient bonding capacity (payment and performance bonds required). SATOC magnitude is 6M maximum for a performance period of two (2) years beginning at date of award. Additionally, offerors will be required to submit a bid guarantee with their proposal of the seed project.

NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM and be registered and CVE certified and visible as a SDVOSB firm on the VetBiz Vendor Information Pages website located at https://www.vip.vetbiz.gov, at the time of proposal submission and at the time of award. Offeror must be able to provide Safety or Environmental Violations and Experience Modification Rate prior to award of a construction Contract, must have at a minimum certification of not more than three (3) serious, or one (1) repear or one (1) willful OSHA or EPA violations(2) in the past three years, and a current Experience Modification Rate (EMR) equal to or less than 1.0. Details on obtaining and submitting this information will be in the solicitation package.

SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, by registering at FedBizOpps (https://www.fedbizopps.gov). The offerors will have access to download plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The offerors must be registered in SAM and have a DUNS number to download documents. By signing up for the Register to Receive Notification list at https://www.fedbizopps.gov, you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation.

PRE-PROPOSAL CONFERENCE: A pre-proposal conference will be held. Information regarding the site visit will be contained in the forthcoming solicitation, in the event one is issued. Contractor shall visit the site prior to proposal submission in order to be fully acquainted with existing site conditions and scope of work. There will be no public bid opening. The proposals will be evaluated and award made utilizing the Best Value, Trade-Off method IAW FAR Part 15. Offerors are advised that award may be made without discussion.

This is a pre-solicitation notice synopsizing an upcoming RFP (Request for Proposal) solicitation to satisfy the requirement of FAR 5.201 and 5.203. The contracting Specialist will not be able to answer any questions pertaining to this notice until a RFP is issued. It is the responsibility of the offeror to monitor and download amendments from FedBizzOpps which may be issued to the solicitation.
