Sources Sought Notice

The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) is conducting market research to determine potential sources capable of providing Administrative and Professional Support Services relevant to the requirement needs described herein for the National Ocean Service (NOS) Office of Coastal Management (OCM). This information is sought for planning purposes only.

No solicitation document exists at this time. Issuance of this Notice does not constitute any obligation on the part of the Government to procure these items or services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this Sources Sought Notice, and responses to this Notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such.


The intent of this announcement and the information provided in response to this Notice will assist the Government in identifying potential sources, including small businesses and socio-economic sources, capable and qualified to fulfill the requirements identified in this announcement. The North American Industrial Classification System (NAICS) code is 541990, "All Other Professional, Scientific and Technical Services." The small business size standard for this NAICS code is $15 million.


The nature of the work pertains to administering personnel pay and benefits, as well as provide annual training and career counseling to Fellowship Program participants. The contractor must have access to a network of universities, in order to widely advertise the Fellowship Program to gauge potential interested fellows.


For informational purposes, a DRAFT Statement of Work (SOW) is attached to assist in gaining a more in-depth understanding of the overall needs. Firms, who believe they have the capabilities to provide the requirement needs stated herein, must furnish detailed information concerning their capabilities. Submitted Capability Statements of no more than 10 pages (including front and back) shall include the following:


(1) Company name and address
(2) DUNS number
(3) Company's Size in relations to NAICS Code 541990 (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business), as validated via the System for Award Management (SAM).
(4) Company point of contact - name, phone and email address
(5) Clear demonstration of capabilities with providing the following services:
i.    Administrative assistance in distributing pay and benefits among fellows located across the United States, as well as the Pacific and Caribbean Islands
ii.    Expertise professional development training services as well as career counseling
iii.    A network of contacts in universities with the ability to widely advertise/market the Fellowship Program to locate any potential interested candidates


Standard brochures will not be considered a sufficient response to this notice. Interested sources shall submit an electronic copy of their Capability Statement to Jennifer Peters, Contract Specialist, via email at Jennifer.peters@noaa.gov, no later than 11:00 AM Eastern Standard Time (EST) Thursday, May 31, 2018. The electronic copy of your response must be in .pdf format and readable by Adobe. Any questions or responses to this Sources Sought announcement shall be directed to Ms. Peters via the email address provided. No feedback will be provided regarding individual Capability Statements. Information received will be considered solely to make informed decisions regarding a potential procurement. Responses to the RFI/Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. No reimbursement for costs will be made associated with providing information in response to this announcement or follow-up information requests, if applicable.
