ACTION:  Request For Information for NMFS OCIO Data Center Migration


NOAA National Marine Fisheries Service (NMFS) is dedicated to the stewardship of living marine resources through science-based conservation and management, and the promotion of healthy ecosystems. As a steward, NOAA Fisheries Service conserves, protects, and manages living marine resources in a way that ensures their continuation as functioning components of marine ecosystems, affords economic opportunities, and enhances the quality of life for the American public. The NMFS headquarters offices are located at 1315 East-West Highway, Silver Spring, MD. Approximately 700 employees and contractors work at this location supporting the NMFS mission.

Objective
The objective of this Request for Information ("RFI") is to collect market research information from vendors for the purpose of identifying strategies associated with relocating IT applications hosted from a data center in Silver Spring, MD. NMFS is seeking approaches, best-practices, and guidance from experienced vendors to facilitate a seamless migration of application(s) to a more robust and resilient datacenter. Vendors with experience in performing hosting evaluations, developing migration strategies and executing application migrations should submit information about their organizational capabilities and experiences. Responses should be limited to 20 pages and should include the following considerations.


●    Company Name, Point of Contact, Telephone Number, Fax Number, Address, and e-mail address, Small business size status, and any pertinent questions or concerns
●    Experience evaluating and presenting options for US Federal government clients with FISMA Moderate requirements, FEDRAMP moderate level current ATO desired.
●    Assessing interdependencies of the applications, hardware, software and supporting components.
●    Analysis and validation of infrastructure utilization
●    Evaluation of lease vs. buy options of equipment and software licensing
●    Notional timeline for the move of applications
●    Expected staffing plan for the migration and operations & maintenance.
●    Relevant examples of similar projects completed within the past 3 years.
●    Evaluating SLAs for high availability applications; off-site operations



See attachement for a sample of four categories of applications that are under consideration for migration and some relevant information about them to enable vendors to prepare a more informed response for NMFS.
