PLEASE NOTE THAT THERE ARE TWO IDENTICALLY LABELED ATTACHMENTS TO THIS NOTICE:  Solicitation 1: "RFP-NIH-NINDS-17-03 including all Attachments" and Solicitation 2:  "RFP-NIH-NINDS-17-03 including all Attachments."  "Solicitation 1 [first attachment]" was an unsuccessful upload attempt of the RFP document due to browser issues experienced at that time.  "Solicitation 2 [second attachment with same title] is the re-posting of the identical RFP document.

The National Institute of Neurological Disorders and Stroke (NINDS), Division of Clinical Research (DCR), is charged with ensuring the highest quality of each NINDS-funded clinical research project and compliance with Department of Health and Human Services, National Institutes of Health, NINDS and Federal regulation regarding human subjects protection, safety monitoring and data integrity.  To ensure the highest quality product and most efficient use of resources, the NINDS Division of Clinical Research has established a programmatic requirement for clinical research-related scientific and technical support in four key performance areas:  1) quality control/quality assurance clinical trial monitoring support; 2) statistical and methodological support; 3) clinical data acquisition, archiving and distribution support; and 4) common data element development support.  This acquisition is a re-competition of an existing requirement currently under contract HHSN271201200034C with the EMMES Corporation.

THIS ACQUISITION IS ISSUED ON A WOMAN-OWNED SMALL BUSINESS SET-ASIDE BASIS whereby only woman-owned small businesses will be eligible for contract award. The applicable North American Industry Classification System (NAICS) code for this requirement is 541712. Therefore, the small business size standard for this requirement is 1,000 or fewer employees. Please note that per FAR 19.001, a small business concern means any business entity organized for profit (even if the ownership is in the hands of a nonprofit entity) with a place of business in the United States or its outlying areas and makes significant contribution to the U.S. economy through payment of taxes and/or use of American products, material and/or labor. Furthermore, per FAR 52.219-14, "Limitations on Subcontracting", for purposes of a small-business set-aside (in this case a woman-owned small business set-aside), at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. For purposes of a Woman-Owned Small Business Set-Aside, ownership of the entity must be at least 51% directly and unconditionally owned by, and management and daily business operations of which are controlled by, one or more women who are United States citizens. It is anticipated that one award will be made in September, 2017 with a base period of one year (12 months) with four successive 12-month term options for a total possible performance period of 5 years.  

The attached soliciation contains both the main solicitation document and all solicitation attachments.  The Statement of Work is contained in Attachment No. 3. 

Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued.  All responsible woman-owned small business sources eligible under the SBA's Woman-Owned Small Business Program may submit a proposal which shall be considered by the agency.  Additional information regarding the SBA's Woman Owned Small Business Program may be found on the SBA's website at https://www.sba.gov/wosb.

UPDATE March 6, 2017:  "RFP-NIH-NINDS-17-03 including all Attachments.pdf" has been uploaded again and is listed as "Solicitation 2" with the identical title as "Solicitation 1".  This is the identical document that was uploaded unsuccessfully on March 1.  The technical difficulties experienced with uploading the document on March 1 have now been resolved.  Please access the RFP document from the "Solicitation 2" link (the "Soliciation 1" link does not work).
