This Request for Quotations (RFQ) is for guard services for the Tropical Prediction Center/National Hurricane Center in Miami, Florida (FL). This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13, Simplified Acquisition Procedures, as supplemented with FAR Part 12 Commercial Items and additional information included in this notice and the attached solicitation document.

This is a noncompetitive action. The Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1901, as implemented by the FAR 13.106-1(b)(1). In accordance with FAR 5.207(c)(15), the intended source is Florida International University (FIU) in Miami, FL. It is the Government's intent to award a contract on a sole source basis to FIU as a result of this RFQ. The Sole Source Justification will be posted within 14 days after contract award in accordance with FAR 6.305(a).


The following information can be found in the attached solicitation document:


• A list of line item numbers and items, quantities, and units of measure, including options.
• Description of requirements for the items to be acquired.
• Dates and place of delivery and acceptance and FOB point.
• FAR Provision 52.212-1, Instructions to Offerors -- Commercial.
• FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items.
• FAR Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items.
• Additional contract requirements or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices.


The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03 (effective 07 January 2019). This solicitation is not set aside for small businesses. The requirements at FAR 13.501(a) apply to sole source acquisitions of commercial items conducted pursuant to Subpart 13.5. The procedures in FAR subpart 13.5 were used in accordance with the authority of 41 U.S.C. 1903.


Interested parties may identify their interest and capability to respond to the requirement. This is not a request for competitive responses. However, all responses received within seven (7) calendar days after date of publication of this synopsis will be considered by the Government. Responses can be sent via email to: sarah.appleman@noaa.gov. Responses shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (or complete online at http://www.sam.gov). A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and sufficient information that describes or demonstrates the firm's certification and authorization by FIU to perform the requisite services, including written confirmation from FIU. Only affirmative responses to this notice will be evaluated to the extent necessary for the Government to determine whether it is feasible to conduct a competitive acquisition considering demonstrated qualifications, knowledge, and experience. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required services as stated herein. If no affirmative responses are received, the Government intends to award a contract to FIU.


The DOC, NOAA, Eastern Acquisition Division-Kansas City Office requires that all contractors doing business with this office be registered with System for Award Management (SAM). No award can be made to a company not registered in SAM. For additional information and to register in SAM please access the following web site: http://www.sam.gov. In order to register, all Contractors must have a Dunn & Bradstreet Number. A Dunn & Bradstreet number may be acquired free of charge by contacting Dunn & Bradstreet online at http://fedgov.dnb.com/webform or by phone at 1-866-705-5711. Award will not be made to any contractor that is not registered in SAM.


The deadline for vendor questions is three (3) calendar days after the issuance date of this solicitation.
