The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake intends to procure, on an other than full and open competition basis from Alliant Techsystems Operations LLC, a subsidiary of Northrop Grumman Innovation Systems (NGIS), RDT&E services to include design, development, studies, and technology demonstrations to develop and apply new technology to systems in development or developed and produced by NGIS including The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake intends to procure, on an other than full and open competition basis from Alliant Techsystems Operations LLC, a subsidiary of Northrop Grumman Innovation Systems (NGIS), RDT&E services to include design, development, studies, and technology demonstrations to develop and apply new technology to systems in development or developed and produced by NGIS including AARGM, AARGM-ER, BTERM, MSST, LRL, X-51 Robust Scramjet, PGK, HSSW, VLRM-AB, AIM-9 Rocket Motors, RAM Rocket Motor, HWIL at China Lake for ESSM and NGIS's fuses including the DSU-33D/B and FMU-139C/B and similar systems and applications. Tasking will include technology demonstration efforts, product improvement initiatives, technology insertion and transition activities, integration of various warfare systems, mission analysis, mission architecture, participation in Concept of Operations (CONOPS) development, and military utility analysis.

Per FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." NGIS is the sole source capable of providing these efforts. However, responsible interested parties may submit information in which they identify their interest and capabilities to respond to this requirement. The Government will consider all information received by 8/28/2019 at 4:00PM PST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. Any submissions or questions shall be submitted via email to Melinda Milheim at Melinda.Milheim@navy.mil.


Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO. See the DLIS website for registration details: https://public.logisticsinformationservice.dla.mil/jcp/search.aspx


Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
