This is a notice of intent to request sources small or large to provide the Sierra II License Fees.  This sources sought is for the Combat Survivor Evader Locator (CSEL) which is a dedicated, secure end-to-end communications system that links Isolated Personnel (IP) directly to Joint Personnel Recovery Centers (JPRCs)/Personal Recovery Coordination Cells (PRCCs) in support of the Combat Search and Rescue (CSAR) operation.  The CSEL Joint Program Office located at Hill AFB, UT is currently modernizing the cryptographic algorithm in several key components of the system, includeing the CIM, which provides secure data exchange between the CSEL Hand-Held Radio (HHR) and rescue vehicles.


The Government is updating the cryptographic algorithm in the CSEL NGCA CIM.  The modernized CIM will utilize the Sierra II small Application-Specific Integrated Circuit (ASIC) Cryptographic Processor.  The Government requires 1,400 software use licenses for updated crypto core firmware that resides on the Harris Sierra II chipset within the existing CIMs as part of the NGCA upgrade effort.
