Scope of Work: The National Forests in Alabama, Talladega Ranger District intends to solicit for all labor, materials, transportation, supervision and incidentals to remove the existing low water crossing structure, design and construct a new crossing that reduces direct sedimentation inputs to the stream, guardrail, signage, and facilitate passage of aquatic organisms and debris.


The scope of work includes, but is not limited to removal of the existing structure, a low water crossing located at mile marker 5.3 on NFSR 601, installation of a bottomless 35'-3" span by 13'-7" rise aluminum box culvert on concrete footings with wingwalls, headwalls, guardrails and the design of concrete footings based on a government provided geotechnical report. The work also includes temporary and permanent traffic controls and site restoration. The new structure location will be within 50' upstream/downstream of the existing crossing with a maximum road re-alignment within 200 linear feet on both sides of the existing structure. Fill slope placement will not extend more than 50 linear feet from the existing road centerline on each side within the above mentioned re-alignment area.

NFSR 601 is at 5.9 mile aggregate surfaced Maintenance Level 3 road on the Talladega Ranger District of the Talladega National Forest. This road is a frequently used collector for forest management activities and recreation traffic. The road is the only access to three popular watershed lakes. It also provides access to the Sylaward Mountain Bike trail and for dispersed recreation activities like hunting in the Hollins Wildlife Management Area. The road has several significant creek crossings, including Tallaseehatchee Creek and its tributaries. Tallaseehatchee Creek supplies drinking water to the city of Sylacauga and several aquatic T&E species reside upstream from the crossing on NFSR 601.


Location: The project location is NFSR 601 (Wiregrass RD) Mile post 5.3 on the Talladega Ranger District of the Talladega National Forest. From Talladega District Office, NFSR 601 (Wiregrass Rd) Mile post 5.3 can be found by taking AL-77 S to County Road 7. Then take AL-148 to NFSR 601 (Wiregrass Rd) Mile post 5.3.

Site Visit: 27 June 2019;
Last Date for Questions 07-10-2019;
Submittal Deadline 07-22-2019; Completion Date 120 Days after NTP


Type of Contract: This is a Request for Proposal (RFP) which will result in award of a firm-fixed price contract. Award will be made to the lowest priced technical acceptable offeror.


Set Aside: The project is set-aside 100% for small businesses. The associated NAICS of this acquisition is 237310 Highway, Street, and Bridge Construction.


Magnitude: In accordance with FAR 36.204, the magnitude of this project is: (d) Between $250,000 and $500,000.
