NEXT GENERATION COUNTERMEASURES (NGCM)

Background: The NGCM is a three-inch diameter by 39.5 inches in length expendable device that is submarine launched from a submarine internal three-inch signal ejector and Countermeasure Set, Acoustic (CSA) launcher. It is an acoustic torpedo countermeasure with advanced features that can be employed either as a static or mobile device. The NGCM will use Adaptive Countermeasure (ACM) technology to provide variable acoustic modes of operation.

The Naval Sea System Command (NAVSEA) issued Solicitation No. N00024-09-R-6219 on 05 November 2009 for the design, development, fabricate, test and integration of recoverable NGCM Engineering Development Model-ls (EDM-1s) for Navys lab and closedB- water testing and NGCM Engineering Development Model-2s (EDM-2s) for performance/environmental qualification and at-sea testing.
Solicitation No. N00024-09-R-6219, provided for the possibility of multiple contract awards. On 22 December 2010 NAVSEA awarded two contracts: N00024-ll-C-6291 (Ultra Electronics Systems, Incorporated), and N00024-ll-C-6292 (Argon ST, Incorporated). Government funding constraints impacted NGCM Program progression.

Current State: The Naval Sea System Command (NAVSEA) is involved in NGCM acquisition planning and is considering a future competitive NGCM procurement involving a solicitation that provides for a single contract award.

NAVSEA Request: To aid the NAVSEA Market Research and Acquisition Planning process it is requested that companies that would have an interest in participating in a future competitive procurement for NGCM development, provide notice of such interest to the attention of Contracting Officer, Ms.
