Synopsis for NETPDC NCPACE Program Educational Services


Under full and open competition, NAVSUP Fleet Logistics Center Norfolk, 700 Robbins Avenue Philadelphia, PA 19111 intends to solicit for services on behalf of the Naval Education and Training Professional Development Center for Educational Services in support of the Navy College Program for Afloat College Education (NCPACE).

This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12 and FAR Part 15. The award of a firm-fixed price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated.

The primary purpose of this requirement is to provide college courses to Sailors through Instructor Led (IL) courses.
The NETPDC, located in Pensacola, FL, oversees the Navybs Navy College Program for Afloat College Education (NCPACE) that offers Sailors educational opportunities from accredited post-secondary institutions. This current requirement is available to every eligible U.S. Navy ship, approximately a dozen USNS ships, and all commands with sea-going (Type 2 and 4) Unit Identification Codes (UICs). This requirement entails the use of a contractor to provide IL courses for academic skills and undergraduate (lower and upper level) courses. These courses will be available to Sailors who are assigned full-time to ships and others assigned to Type 2 and 4 UIC commands. All of the courses offered must lead towards a degree program and be comparable to the courses taught at the home campus.
Instructors for the IL courses will physically embark on the ship and teach courses in a traditional manner.

The contractor who is awarded this contract will be responsible for administering and overseeing the IL program. The program must be student-centric, student friendly, and appropriate for the distinct and varying circumstances of sea-going Sailors. Lastly, the program must be focused on degree completion.

Release of the Request for Proposals [RFP] will be via the internet. This notice is not a request for competitive proposals. Interested parties may download the RFP upon its issuance to the following websites: https://www.neco.navy.mil or https://www.fbo.gov/. The closing date for receipt of proposals will be established in the RFP.
Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice.

The applicable North American Industry Classification System [NAICS] code is 611699, and the applicable Product Service Code (PSC) is U009. The anticipated base year performance period for this procurement starting 01 October 2019 b 30 September 2020. It is anticipated that this contract will include four (4) one-year options in addition to the base period of performance.

The anticipated solicitation number for this action is N0018919RZ064. Contractors must be registered in the System for Award Management (SAM) in order to be considered for award.
