NATO International Competitive Bidding (ICB): Provision of Multimodal Transportation Services

Supreme Headquarters Allied Powers Europe (SHAPE) intends to issue an Invitation for International Bidding (IFIB) for the provision of multimodal transportation services.

Potential U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), (3) be nominated to the bidders list by the U.S. Government, and (4) have performed at least three contacts within the last five years substantially similar in scope and magnitude to the requirement described in the solicitation.


IMPORTANT: The competition will be conducted on the Allied Command Operations (ACO) electronic bidding portal. Firms must apply for registration on the ACO portal to become an approved vendor: www.ebidexchange.com/aco  


The reference for the IFIB is IFIB-ACO-SH-19-07 and all correspondence regarding the IFIB should include that reference.


REQUIREMENT


The requirement is to satisfy future multimodal transportation requirements within the NATO Command Structure through establishment of framework contractual arrangements aimed at expediting ordering procedures when the actual funded requirements occur.


A Basic Ordering Agreement, with no minimum guaranteed, is to be awarded to a maximum of three firms. Ranking of firms to determine the three awardees will be based on (a) compliance with technical/financial criteria established in the SHAPE solicitation, (b) past performance records/scoring, and (c) the overall score assigned to each compliant firm based on the management/service fee offered in the firm's response to the SHAPE solicitation.


BECOMING ELIGIBLE TO BID


NATO ICB requires that the U.S. Government nominate potential U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidder list for this procurement, the U.S. firm must be approved for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis.


The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email:


- the title and/or solicitation number of the project
- the name/phone/FAX/email of the company employee who should receive the bid documents


After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for the project. The Department of Commerce uses a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project.


IMPORTANT DATES


U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 12 June 2019


NATO contracting office issues IFIB (planned): June 2019


The NATO contracting office will directly email the IFIB to all firms on its bidders list and will post the IFIB on the following website: http://www.aco.nato.int/page136374522.aspx  


Bid closing (planned): October 2019


Period of Performance: One base year (2020) + four one-year options
