NATO International Competitive Bidding (ICB): Provision of Human Resources Data Services (HRDS) Program Contracted Support (Business, Technical and Security Services) for NATO Command Structure (NCS) and Non-NCS Entities

Supreme Headquarters Allied Powers Europe (SHAPE) intends to issue an Invitation for International Bidding (IFIB) for the provision of Human Resources Data Services (HRDS) Program Contracted Support (Business, Technical and Security Services) for NATO Command Structure (NCS) and non-NCS entities.

Potential U.S. prime contractors must 1) maintain a professionally active facility within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), (3) be nominated to the bidders list by the U.S. Government, and (4) have successfully performed at least three contracts within the last five years substantially similar in scope, complexity, and magnitude to the requirement described in the solicitation.


In addition, contractor personnel must be in possession of a security clearance at the level of NATO SECRET or above.


The reference for the IFIB is IFIB-ACO-SH-19-05 and all correspondence regarding the IFIB should include that reference.


Partial bidding is authorized per lot.


REQUIREMENT


The contractor shall provide on-site and off-site support to the HRDS Program in three main areas: Lot A - Business Support Services; Lot B - Technical Support Services; and Lot C: Data Security Support Services.


The HRDS systems to be supported include: the Automated Personnel Management System (APMS) based on Allocate Software's Allocate Defense Suite (ADS); the Establishment Review Tool (ERT), a bespoke system based on Python code; the ACO/ACT & Missions Identification System (AMIS), based upon Creative Information Technology Inc.'s manageID Suite; the NATO system for Tracking Entitlements and Privileges (NSTEP); the NATO Performance Management System (NPMS); the Integrated Security and in-processing System (ISIPS), a bespoke system based upon VB6 and .NET technologies; the NATO Installation Access Control System (NIACS). Services shall include development and maintenance of several key components of the HRDS systems including Microsoft SQL database objects; SQL Reporting Services Reports; NET-based code and workflows; SHAREPOINT 2013 version and above; and MS Office Visual Basic for Applications (VBA).

BECOMING ELIGIBLE TO BID


NATO ICB requires that the U.S. Government nominate potential U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidder list for this procurement, the U.S. firm must be approved for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis.


The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email:


- the title and/or solicitation number of the project
- the name/phone/FAX/email of the company employee who should receive the bid documents


After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for the project. The Department of Commerce uses a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project.


IMPORTANT DATES


U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 11 June 2019


NATO contracting office issues IFIB (planned): June 2019


SHAPE will distribute the IFIB via electronic means, once issued, to all firms on its bidders list.


Bid closing (planned): October 2019


Period of Performance: Base period (1 February - 31 December 2020) with the possibility to exercise up to four one-year options. Bidders will be also asked to provide a quotation based on a period of performance of one base period (1 February 2020 - 31 December 2022) with the possibility to exercise one 2-year option (1 January 2023 - 31 December 2024).
