This special notice/sources sought is issued by the NASA/Kennedy Space Center (KSC) to solicit responses from interested parties for the NASA WIDE ACQUISITION OF NITROGEN AND OXYGEN 3 - NANO 3 acquisition. This notice is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.
The NASA/KSC Office of Procurement intends to issue a combined synopsis/solicitation for the procurement of oxygen and nitrogen, as detailed in Attachment 01: Schedule of Supplies and Attachment 02: Statement of Work.
The government intends to issue a combined synopsis/solicitation under FAR 12, Acquisition of Commercial Items, in conjunction with the procedures of Part 15, Contracting by Negotiation and any resulting award will be made in the form of a Firm Fixed Price Indefinite Delivery Requirements contracts with economic price adjustment (EPA) with awards to multiple offerors.
The total contract duration will be a 5-year contract.
It is anticipated that this action will be issued as unrestricted. The NAICS Code and Size Standard are 325120 and 1000 employees respectively.
The evaluation factors for this procurement are in development and will likely include Lowest Price Technically Acceptable.

This notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results.
THE ATTACHED DOCUMENTS (SCHEDULE OF SUPPLIES AND STATEMENT OF WORK) ARE INFORMATIONAL DRAFTS ONLY AND MAY CHANGE WHEN THE FINAL SOLICITATION IS RELEASED.
It is anticipated that a combined synopsis/solicitation will be issued via the Federal Business Opportunities (FedBizOpps) website https://www.fbo.gov around the mid-April 2019. No site visits will be provided after the issuance of the solicitation.
All questions regarding this acquisition shall be submitted in writing to the Contract Specialist at dorothy.b.dearborn@nasa.gov not later than 3:00 pm EDT on April 9, 2019.
Interested parties may attend a site visit of anticipated locations. Interested parties shall contact each of the point of contact below to register for the site visit. The listed points of contact will provide information regarding access to their location and any other pertinent information. Attendees must register with each location no later than 3 days prior to site visit to allow for site access. Attendance is limited to 2 persons per company.
