The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center (MSFC) is seeking capabilities statements from all interested parties, including Large businesses, Small businesses, Small Disadvantaged (SDB), 8(a), Women-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZONE) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals supporting the NASA Technical Standards Systems (NTSS).

The technical requirements for the NASA Technical Standards System (NTSS) contract are included in the attached Sources Sought Notice-Attachment A and Performance Work Statement (PWS)-Attachment B which is provided for information purposes ONLY. Please be advised that all companies that contract with NASA are subject to export control laws and information/site access security requirements. Also, if a solicitation is issued, it is possible that face-to-face meetings will be required.


This notice is being issued as a Request for Information (RFI), no solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FebBizOpps. It is the potential offeror's responsibility to monitor the site for the release of any solicitation or synopsis. The Government intends to review all responses submitted by the Industry. This information will not be shared outside the Government and may be used to further refine requirements. However, please do not submit proprietary information.


In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or award any contract on the basis of this notice. This notice is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents.


The file format should not exceed 10 pages, and should use single space, 12 point, Times New Roman font and should include the following: Name and address of firm, Size of business, Ownership - Large, Small, Small Disadvantaged, 8(a), Women-owned, Veteran Owned, Service Disabled Veteran Owned, Historically Underutilized Business Zone and Historically Black Colleges and Universities/Minority Institutions, number of years in business, Affiliate information - parent company, joint venture and Point of contact address (including email). The following file name should be used: NASA Technical Standards System (NTSS)


Interested offerors having the required specialized capabilities to meet the requirements should submit response to Artra Thompson, Contract Specialist, at artra.c.thompson@nasa.gov or kathy.cooper@nasa.gov no later than October 23, 2019 by 4:30pm CST.
