Amendment 000001: dated April 20, 2017 

The purpose of this Amendment is to incorporate "Attachment 15, Answers to Industry
Questions," to include the Government's answers to questions received from Industry in
response to the Request for Proposal (RFP). From the questions received, the Government updated the RFP documents attached to this amendment. All other RFP documents remain unchanged.


Request for Proposal: 
This notice is a Request for Proposal (RFP) issued pursuant to NASA FAR Supplement 1815.201.

1. RFP Section L contains important information for proposal preparation. RFP Section M sets forth the evaluation criteria and method for award.


2. Comments The Government intends to award the contract resulting from this solicitation without discussions. See Section L provision 52.215-1, Instructions to Offerors - Competitive Acquisition (JAN 2004). To facilitate this process, we would like to avoid situations where proposals include substantive exceptions to the proposed contract terms and conditions, which might be unacceptable to the Government and, therefore, preclude award. The resolution of any exceptions to the proposed contract terms and conditions prior to receipt of proposals will aid the Government in its intention to award without discussions and thus streamline the procurement process.


3. The Environmental procurement will be conducted as a Woman Owned Small Business (WOSB) set-aside competition under NAICS code 541620, Environmental Consulting Services, with a size standard of $15.0M annually.


4. A pre-proposal conference will be held on April 10, 2017. The conference slides and list of attendees will be posted on FedBizOpps.


5. Provision L.9, 1852.215-81, PROPOSAL PAGE LIMITATIONS, includes specific page limitation and format requirements. PAGES SUBMITTED IN EXCESS OF THE LIMITATIONS SPECIFIED IN THIS PROVISION WILL NOT BE EVALUATED BY THE GOVERNMENT.


6. Questions and comments shall be submitted no later than 12:00PM (EST) April 13, 2017. See provision L.8.


7. Please contact the Contracting Officer or Contract Specialist for badging instructions to gain access to Langley Research Center if hand delivering your proposal. Badge requests must be requested 72 hours in advance.


8. Provision L.14, contains the proposal due date and delivery requirements. Offerors are reminded to ensure their selected customers know to submit the Past Performance Questionnaires to the larc-ess@mail.nasa.gov inbox by the proposal due date. Provisions L.15, M.2, M.3, and M.4 contain important information on proposal evaluation.



Synopsis: Posted March 14, 2017

NASA Langley Research Center (LaRC) plans to issue a Request for Proposal (RFP) for Environmental Support Services (ESS). Previous information regarding the ESS was posted under sources sought SS-ESS dated December 15, 2016. The ESS requirements include, but are not limited to, the following: Environmental Management System and Sustainability, Project/Program Planning and the National Environmental Policy Act (NEPA), Sustainable Acquisition, Waste Management, Laboratory Support, Air Quality Program, Water Quality Program, Tank Program Support, Cultural Resource Management Support, Energy and Water Conservation Support, Remediation Services, Natural Resources, Inspection Services, Outreach and Communication Program, and other services.

This acquisition will be 100% Set-Aside for competition among Women-Owned Small Businesses (WOSB). All responsible WOSBs may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The NAICS Code and Small Business Size Standard are 541620 and $15.0M annually. The contract type will be Firm Fixed-Price (FFP) with Indefinite Quantity Indefinite Delivery (IDIQ) CLINs, to have the ability to issue FFP and Cost-Plus-Fixed-Fee (CPFF) Task Orders.


The period of performance for this contract will include a 12-month base period, with four 12-month option periods from time of award.


Final RFP release date is anticipated to be on or around March 29, 2017. The firm date for receipt of proposals will be stated in the RFP.


A pre-proposal conference is scheduled to be held on April 10, 2017. Registration information for the Conference will be included in the RFP.


The solicitation and any documents related to this procurement will be available via the internet on the Federal Business Opportunities (FBO) website at the following address: https://www.fbo.gov/.


It is the Offeror's responsibility to monitor the FBO site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
