DTFAWA-17-R-00010 is hereby amended to include Amendment 0005 (see Attached DTFAWA-17-R-00010 Amendment 0005 SF30). The purpose of Amendment 0005 to SIR DTFAWA-17-R-00010 is to clarify signature/acknowledgment requirements for submission of Phase I proposals. Offerors shall provide a signed Standard Form (SF) 33, "SOLICITATION, OFFER AND AWARDb, with blocks 14 through 18 completed by the Offeror. The representative who signs this form must be authorized to contractually bind the company providing the offer.

The due date of August 31, 2017 2:00 P.M. EST is NOT changed as a result of Amendment 0005.

DTFAWA-17-R-00010 is hereby amended to include Amendment 0004 (see Attached DTFAWA-17-R-00010 Amendment 0004 SF30). The purpose of Amendment 0004 to SIR DTFAWA-17-R-00010 is to provide a revised version of L-3 Att Past Performance Questionnaire. The revised version provides clarification to the due date of the Customer Survey. See attachment entitled "L-3 Att Past Performance Questionnaire v4."

The due date of August 31, 2017 2:00 P.M. EST is NOT changed as a result of Amendment 0004.

DTFAWA-17-R-00010 is hereby amended to include Amendment 0003 (see Attached DTFAWA-17-R-00010 Amendment 0003 SF30). The purpose of Amendment 0003 to SIR DTFAWA-17-R-00010 is to provide a revised version of Section B. The revised version provides clarification to CLIN xx19 across all contract years. See attachment entitled "Section B Excel v4."

The due date of August 31, 2017 2:00 P.M. EST is NOT changed as a result of Amendment 0003.


DTFAWA-17-R-00010 is hereby amended to include Amendment 0002 (see Attached DTFAWA-17-R-00010 Amendment 0002 SF30). The purpose of Amendment 0002 to SIR DTFAWA-17-R-00010 is hereby issued to:

1. Provide Industry with FAA responses to vendor questions

DTFAWA-17-R-00010 is hereby amended to include Amendment 0001 (see Attached DTFAWA-17-R-00010 Amendment 0001 SF30). Amendment 0001 extends the due date of offers until August 31, 2017 at 2:00 P.M. EST. The FAA will issue another amendment(s) to answer questions received.

This Final Screening Information Request (SIR) for the NAS Voice Recorder (NVR) Program SIR is being issued as DTFAWA-17-R-00010. Draft SIR DTFAWA-17-R-00010 was published on December 22, 2016. All attached documents reference DTFAWA-17-R-00010 and are associated with this Final SIR.

This SIR is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) 3.2.1.3.11.

This SIR is not to be construed as a contract or a commitment of any kind.

SIR Release Date: June 2, 2017

1.    This SIR is being issued as a full & open competition. The NAICS Code is 334290 - b Other Communications Equipment Manufacturing

2.    Description of Requirements: The NVR acquisition will provide for the procurement, testing, installation, maintenance, and training of a Commercial-off-the-Shelf (COTS) voice recorder. NVRs must provide certified recordings between air traffic controllers, pilots, and ground-based Air Traffic Control (ATC) facilities. These recordings support accident and incident investigations, search and rescue (SAR) operations, training, evaluations, quality assurance, risk-based monitoring, and responses to Freedom of Information Act (FOIA) requests. The Contractor will provide interim contract depot logistics support (CDLS) during the first two (2) years of the contract with the FAA Logistics Center assuming full contractor repair services (CRS). The NVR Contractor will also provide overall program management support for its efforts under the contract to include cost, schedule, technical, quality control, configuration management, safety, and risk activities.

3.    All work must be accomplished in accordance with the attached SIR (and attachments). The FAA anticipates a single award of a Firm Fixed Price Indefinite Delivery/Indefinite Quantity Contract. The contract may include Time and Material and Cost Reimbursable CLINs. The period of performance will be 10 years with a 2-year base period, two (2) 2-year option periods, and four (4) 1-year option periods.


4.    The Government will not be liable for payment of any costs attributable to the preparation and submission of proposals.

5.    Offerors must register for a secure, Government-established (Offeror-specific) Knowledge Sharing Network (KSN) site using the form contained at the following URL: http://tinyurl.com/NVRPinterest no later than 15 calendar days after release of this NVRP SIR. Offerors will be notified via e-mail when their KSN Offeror Site has been established. If an e-mail notification is not received within five (5) businesses days from its request, the Offeror must resubmit its request and notify the Contracting Officer, Karen S. Davis, at Karen.S.Davis@faa.gov. Any registration requests received after 2:00 p.m. EST, June 17, 2017, will not be considered, in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in the SIR.

6.    All Offeror submissions to this SIR must be made via the secure, Government-established (Offeror-specific) KSN site by 2:00 P.M. EDT on July 3, 2017. Any submissions received after 2:00 p.m. EDT, July 3, 2017, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in the SIR.

7.    All questions regarding the SIR must be received via the secure Government-established (Offeror-specific) KSN site no later than 2:00 P.M. EST on June 15, 2017, to allow for responses to be provided prior to due date for receipt of proposals.
