The Supervisor of Shipbuilding, Conversion, and Repair, Gulf Coast (SSGC) intends to conduct a sole-source procurement of Material Procurement, Inspection, Kitting and Shipping for the Boxer (LHD 4) in support of FY20 Phased Maintenance Availability (PMA). Requirements specify the contractor to perform the aforementioned tasks in accordance with a Statement of Work provided by SSGC. The place of performance will be Pascagoula, MS. Work is projected to start in June 2019 with an expected duration through approximately March 2021. These requirements will be procured as a modification to Delivery Order N6931619F7001 under the terms and scope of Basic Ordering Agreement (BOA) N00024-16-G-4305 issued to Huntington Ingalls Incorporated, Ingalls Shipbuilding (Ingalls), 1000 Access Road, Pascagoula, MS 39568.

The work to be performed under this Delivery Order requires detailed knowledge of LHD 4 for which Ingalls was the design and building yard and therefore has the unique knowledge and expertise, including detailed knowledge of the ships' delivered configuration, unique design attributes and operating characteristics to perform the support required. Ingalls possesses all of the construction drawings and design specifications for the Hull, Mechanical and Electrical and Combat Systems. As described in Justification and Approval ( J&A) 41,195, the Government intends to solicit and negotiate the proposed action with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements.


The proposed contract action is for materials and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. The notice is for informational purposes only. However, all responsible sources which submit a capability statement, proposal, or quotation prior to expiration of this synopsis will be considered by the agency. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
