N6853518P0038 Automatic Dependent Surveillance Broadcast (ADS-B)
This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The Solicitation number is N6853518P0038 and is issued as a Request For Proposal. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76.
The Naval Air Warfare Center, Aircraft Division, Lakehurst has a requirement for Automatic Dependent Surveillance - Broadcast (ADS-B) products under part number (PN) 010-00862-30. The identified item is currently the only available non-developmental solution that will meet the Automatic Dependent Surveillance - Broadcast (ADS-B) out requirement and will meet the "federated mission systems" requirement. Therefore, this requirement is a limited competitive Brand name only procurement among the OEM, and their authorized distributors, no set aside preference, under the authority of FAR 13.106-1(b)(i). Garmin is the Original Equipment Manufacturer for this part.
Only the OEM and authorized resellers are eligible for award IAW the SAP Sole Source Determination (Attachment 0003). All offerors are required to provide proof of compliance with this requirement.
The contract line item for the requirement are incorporated in the attachment entitled "RFQ N6853518P0038".

Proposal must be valid for a minimum of 60 calendar days after close of solicitation.
All changes to the solicitation will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. No hard copies of the solicitation will be mailed. You are requested to submit your proposal no later than 24 October 2017 at 4:00 PM (EST). Earlier submissions will be accepted. The Proposals will be evaluated in accordance with SAP procedures FAR 13.1. Proposals will be evaluated according to lowest price/ technically acceptable. The government intends to award the contract without discussions. Therefore the initial offer should contain the offerors best terms in price and delivery.
Offerors must acquaint themselves with the regulations concerning Commercial Item Acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications are executed and returned as required in this solicitation.
The selected offeror must comply with the commercial item terms and conditions, which are incorporated in attachment RFQ N6853518P0038.
