Introduction:

The Japan District of the U.S. Army Corps of Engineers has been tasked to perform market research and solicit the interest of prospective offeror(s) for a forthcoming Design-Build (DB) requirement entitled, "N656 Renovate Crossroads Food Court, Marine Corps Air Station, Iwakuni, Japan". This announcement constitutes a SOURCES SOUGHT NOTICE and will ONLY be used for preliminary planning purposes. The intent of this notice is to gauge interest, capabilities and experience of members of the Construction Community to identify sources capable of performing the required work and assist in the Government's acquisition planning. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The Government will not pay for any information provided in response to this notice. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice).

Project Title: N656 Renovate Crossroads Food Court


Project Location: MCAS Iwakuni, Japan


Project NAICS: 236220, Commercial and Institutional Building Construction


Project Magnitude: Between ¥1,000,000,000 and ¥5,000,000,000 (Japanese YEN)


Project Description: This project will provide design, construction and partial demolition of the existing Crossroads Food Court at MCAS Iwakuni, Japan. The scope of work requires renovations of approximately 1,366sm (14,700 sf) of space within the existing facility to create a larger open seating area, as well as enlarging and reconfiguring existing food service areas and optional associated work to include renovation of existing skylight and trash enclosure area. Work will include demolition of existing walls and barriers to reclaim additional space in the food court seating area. Additionally a cash office area will be provided for employees. New design and construction will be required to reconfigure an open seating area and relocate beverage stations to periphery of the space. New finishes will be provided throughout the entire food court dining area and franchise kitchens to include acoustical ceiling tile, pendant and accent lighting, painted walls and wainscoting, wood base, and vinyl and ceramic tile floors/walls.
In Franchise kitchen/storefront and back of house kitchen areas, demolition of existing walls will be required to allow for construction of larger food service areas. Spaces will be reconfigured with increased square footage, trench floor drainage, and new built-in freezer and coolers. New service counters, and point-of-sale stations will also be constructed.
The electrical system will be replaced in its entirety to accommodate new operational needs and accommodate the new physical layouts. Additional upgrades will be made to meet life safety and regulatory requirements. This project will also include installation of Government furnished equipment items.


Procurement Method: The Japan District of the U.S. Army Corps of Engineers anticipates the release of a Request for Proposal (RFP) for this project. Any solicitations pursued will be intended for local sources only. See information in the Introduction section of this announcement regarding local sources.

Interested firms are requested to reply with the following information:


1. Name of your company, address, phone number, email, CAGE code and point of contact (POC) name.


2. Describe your firm's capability and experience relative to the work described in the Project Description. Please include a narrative demonstrating design-build experience on construction projects of comparable scope, complexity and magnitude. Please provide information on comparable projects (for government or commercial customers) completed in the past 6 years.


3. Describe your firm's level of interest relative to all aspects of the work.


4. Identify your current construction bonding levels:


a) Per contract
b) Aggregate contract bonding level


5. Any comments that will increase your level of interest and participation in this project.
