This is a synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is W91CRB-19-Q-0008 and is issued as a request for quotation.


The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70.


This acquisition is a total set aside for small businesses in accordance with FAR 19.502-2. The NAICS code applicable to this acquisition is 813110.


The U.S. Army Contracting Center - Aberdeen Proving Ground (ACC-APG) in support of the Pentagon Chaplains' Office has a requirement for the following commercial items. The resultant order will be firm fixed price.
The requirement consists of the following:


ITEM 1: Muslim Imam to lead the service each Friday during the contract performance period.
ITEM 2: Option Year 1 -Muslim Imam to lead the service each Friday during the contract performance period.


Description of the Requirement: Services required include the following:


- The Contractor is responsible for conducting a worship service from 1400-1500 each Friday, in the Chapel


The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition.


The provision at 52.212-2, Evaluation - Commercial items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:


Price Technical Capability of the item offered to meet the Government requireement.
Award shall be made to the lowest priced, technically acceptable offeror.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications - Commercial Items, with its offer.


The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.


The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; to include the following FAR clauses: 52.204-10, 52.209-6, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-1, 52.232-33, 52.239-1, 52.222-17, 52.222-43.


The following DFARS regulations apply to this acquisition: 252.203-7000, 252.225-7001, 252.204-7003, 252.204-7004 Alt. A, 252.232-7003, 252.232-
7006, 252.232-7010, 252.237-7010.
