Mandatory pre-bid meeting 05/11/2010.

The Program is designed to build capacity
at the municipal level to create a sustained approach for active living
and healthy eating. Up to two municipalities will be funded for up to two
years to plan, assess, initiate and/or expand the implementation of policy,
environmental, and/or systems approaches that support healthy eating
and active living. Under the leadership of city or town management
(e.g., the Mayor, Town Manager, etc.), municipalities will create or
expand an existing community partnership that includes municipal
partners (e.g. local elected officials, Planning, Recreation, Economic
Development, School Superintendent, hospitals/healthcare providers,
health insurance providers, foundations, business owners, chambers of
commerce, urban planners, and leaders from underserved and/or racial
and ethnic communities, etc.) to lead this effort. To effectively reduce
overweight and obesity, comprehensive efforts must address both healthy
eating and active living. The most competitive applicants will be those
who submit proposals that are multi-faceted in their approach to creating
a healthier municipality. Proposals submitted should thoughtfully assess
how best to combine policy, systems, and environmental change
strategies to position their municipality for sustainable, connected, systemwide
changes. Applicants that submit only programmatic activities without any supporting policy, systems, or environmental change
strategies will not be considered for this award.

Municipalities will demonstrate the capacity to:
1) Establish and mobilize a diverse community partnership of key decision
makers and stakeholders representing all sectors of the community that
will be impacted by this application. Potential members should include
representatives with municipal government (city or town management,
planning, transportation/public works, parks and recreation, public safety,
housing, school district administrators, etc.) and also could include
business, faith-based organizations, healthcare/community health
centers, social/human service organizations, universities, philanthropic
foundations, food establishments, physical activity/fitness organizations,
early child care providers, youth serving organizations, older adult service
providers, and community residents. ( see Appendix G for a sample
Community Partnership Table)
2) Conduct and analyze a municipal-wide assessment of the 1) existing
nutrition and physical activity related policies and environmental
supports; 2) community assets which may be helpful in improving the
existing policies, systems, and environment as it relates to healthy eating
and active living; and 3) community residents attitudes, knowledge, and
behaviors towards healthy eating and active living. These assessment
tools will be provided to Awardee(s) at the first training.
3) Develop and operationalize a comprehensive action plan with emphasis
on policy, systems, and environmental change strategies to support
healthy eating and active living in the municipality. This action plan
should be based on results and priorities from the town-wide or city-wide
assessment and many be supplemented with evidence-based
programmatic activities, provided that clear rationale is given to how
these programmatic activities will enhance and support the proposed
policy, systems, and environmental change strategies. (see Appendix I for
a list of resources that address healthy eating and active living in
communities and municipalities).
