The purpose of this Request for Proposal is to solicit proposals from qualified firms to perform technical, economic, and environmental analysis for Advanced, Renewable Biomass projects and their applications, with a particular focus on projects utilizing Municipal Solid Waste (MSW) as feedstock. SMUD's Local Biomass Program, with its emphasis on utilizing local problem waste streams to generate electricity (and provide other local environmental and economic co-benefits) is expected to be an important contributor to the District's efforts to meet its RPS goals and its Sustainable Power Supply Objective. Estimates of the potential power generation from MSW within SMUD's service territory are approximately 75-80 MW, however there are many technical, contractual, legislative, regulatory, environmental and administrative hurdles to overcome before that potential power can be realized. The City of Sacramento is initiating a conversion technology evaluation process, in collaboration with Sacramento County and SMUD, and additional expertise and staff to support that effort will be required in 2010 and 2011. There are a number of other projects, including evaluation of opportunities for local food waste collection, anaerobic digestion, co-digestion with sewage sludge which demand additional expertise to effectively support.
