In accordance with Executive Order 13502, FAR 22.503 this Sources Sought is being conducted as Market Research that will be applicable and utilized for multiple requirements forthcoming over the next twelve (12) months. The information gathered from this sources sought will be utilized to make a project-by-project determination as required by the USACE Desk Guide 5122.503-1 (9) for each requirement.

Standalone FFP design bid build projects:


This project is required to provide a 139,392 GSF Cyber Instructional Facility and Network Center which includes Faculty and Staff instructional Top Secret/Sensitive Compartmented Information (TS/SCI) level S/SCI space to serve the CCOE training and education requirements as well as TS/SCI work space to support preparation of doctrine and training support publications, and unified training and modernization efforts for cyberspace operations, electronic warfare, cyber electromagnetic activity, and cyber-related signal intelligence. Support facilities include site development, utilities and connections, paving and parking, walks, curbs and gutters, storm drainage, landscaping, signage and anti-terrorism/force protection measures.


Objective: This is a discrete construction project in support of the CCOE, Fort Gordon, GA. The objective of the proposed acquisition is to provide a new 138,392 GSF cyber instructional facility and network center which includes TS/SCI capabilities. This acquisition will result in a one-time Firm Fixed Price contract for a construction contract with a period of performance of 720 calendar days after issuance of the notice-to-proceed.


Previous pre-solicitation notice posted on 02 March 2019 did not contain the needed Project Labor Agreement (PLA) survey. This is not a prequalification sources sought. This is being completed as market research for this and other design-bid-build projects for the region.


SATOC:


This project is intended to support sustainment, restoration and modernization (general construction projects) under North American Industry Classification System (NAICS) code 236220. The work under this contract may be completed across the three state region of Georgia, South Carolina, and North Carolina but will be used primarily at Fort Benning, GA.


The military mission in this region supports Army, Air Force, Navy, Marine Corps, National Guard and Reserve Components, and other Department of Defense (DoD) and Federal Agencies located on DoD installations or in support of defense operations. The requirements to be consolidated are for General Construction intended to provide rapid response for new construction, upgrades, maintenance or repair of situations relating to site work, interior/exterior finishes, architectural woodwork, electrical, mechanical, plumbing, structural and fire suppression systems of Government facilities located across the three state region of Georgia, South Carolina and North Carolina and potentially within the geographic boundaries of the U.S. Army Corps of Engineers, South Atlantic Savannah (SAS), and work with the VA Medical Center. This procurement effort, in conjunction with the installation's facilities maintenance program, ensures that facilities meet established DoD facilities standards. The support to be provided for these facilities is generally Sustainment, Restoration and Modernization (SRM) funded work. Project sizes will range from $500k to $5M and have variations of complexity. This contract is intended for use beginning in Fiscal Year 2019 (FY19). At this time, the Savannah District expects that between $5M-$10M in estimated work will be awarded under this contract in FY19, there are other contract vehicles that are in place or being put in place to cover any expected work to exceed the expected $5M- 10M that will be used on this SATOC. The SATOC will have both Design-Build and Design-Bid-Build capability.
