The Office of the Kansas Securities Commissioner (KSC) is seeking competitive proposals from qualified vendors to create, produce and implement a public awareness campaign. Bidders are required to submit budget breakdowns for this RFP at three (3) varying levels of service and, therefore, cost; one at a bare bones level; another at a middle-of-the-road level; and a third at an all-the-bells-and-whistles level, the highest of which shall not exceed a maximum budget of $400,000 per contract year. All aspects of pricing shall be reflected as line items and shall include a grand total.
The KSC reserves the right to choose any one of the three (3) levels and may opt to adjust their choice of level at the beginning of each contract year throughout the potential three (3) years of this contract. Choice of funding level will be dictated by available balances in the Investor Education Fund.
Vendor ability to reach the targeted audience is imperative and will be a factor in determining award.
Cost proposal line items may include, but are not be limited to:
Creation, distribution and implementation of television ads, including payment of any and all applicable fees
Manipulation or duplication of the media as needed for distribution to television stations
The cost of tagging spots with contact information provided by the KSC
Cost of media time
Any additional costs (describe in separate line items)
