FHFA is requesting information from interested sources and this request is for information only, and your response is neither an offer nor a quote. Furthermore, the Government is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotes. This request for information does not commit the FHFA to pay any costs incurred in the preparation and submission to this RFI.  Also, this RFI does not obligate FHFA to contract for multifamily commercial property data or guarantee any respondent inclusion on a potential solicitation mailing list. Not responding to this RFI does not preclude participation in a future solicitation, if one is issued. 
FHFA is an independent regulatory agency responsible for the oversight of vital components of the secondary mortgage markets-the housing government sponsored enterprises of Fannie Mae, Freddie Mac and the Federal Home Loan Bank System. FHFA is the conservator of Fannie Mae and Freddie Mac. FHFA anticipates, if this develops into a firm requirement, a solicitation MAY be issued in January 2018.
Purpose
 
FHFA has a potential requirement for multifamily commercial property data.  FHFA Division of Enterprise Regulation uses internal and external data to analyze the overall multifamily sector as well as multifamily loan activity at Fannie Mae and Freddie Mac.  To support this analysis, FHFA is seeking commercial sources capable of providing  multifamily data that contain nationwide property level data including, but not limited to, new supply (may include construction planned or in process), rent (including concessions), vacancy rates, rent comparables, capitalization rates, net operating income, and property value.  The data should include both current and historical time series data.  The data should be compatible with Tableau software.

FHFA is conducting market research to gain an understanding on the possibility to obtain this data.   Based on positive market research results, FHFA may formulate a subsequent procurement strategy and solicitation. 

Sources Sought: This RFI is seeking responses from vendors to address the following.

1.  Gauge overall vendor interest in this FHFA requirement.

2.  Identify the capabilities of potential sources, including those with current GSA federal schedule contracts. 

3.  Gather information that can be used to inform, formulate, and enhance a procurement strategy and solicitation.    

Information and Input Requested

• A letter of interest, including a point of contact, phone number, and email.  
• A brief overview of your firm's capabilities that addresses the above listed potential requirements.
• Your firm’s size status for North American Industry Classification System (NAICS) number: 519130 – Internet Publishing and Broadcasting and Web Search Portals.  If you are uncertain of your size status, please see the Small Business Administration’s site for more details:  http://www.sba.gov/content/table-small-business-size-standards  ;
• Please include an estimate (rough order of magnitude) price associated with how your firm price access to this data.
• Please do not exceed seven pages.  However, your firm may submit any pre-created marketing literature to supplement the requirement.
• Is your firm a GSA schedule holder or Government-Wide Acquisition Contract (GWAC)?  If so, include contract number, and Government POC name, phone, and email.

If this does become a firm requirement, and the FHFA decides to request a proposal or quote from your firm, you will be advised.

Please do NOT include any non-disclosure restrictions; state your submission is for evaluation purposes only; or submit other similar restrictions.  FHFA is conducting market research and may share your inputs with others to develop a potential, future solicitation.  Such restrictions eliminate that utility.
