The Centers for Disease Control and Prevention intends to award a sole source firm fixed price task order to the London School of Hygiene and Tropical Medicine (LSHTM) to conduct a multi-stage community specific epidemiological investigation. CDC specifically requires the study designs and statistical methods created by the Department of Social and Environmental Health Research & LSHTM to better understand the relationship between environmental factors and health outcomes at the community level. The two-stage design and related statistical frameworks address limitations of previous approaches, and currently represent the state of the art in environmental epidemiologist investigations. The LSHTM created the innovative statical models that the Tracking Program requires, and LSHTM has sole access to the code necessary to create those models on the Tracking Program's behalf. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to Candice L. Simmons, Contracting Officer at iie3@cdc.gov by COB 08/02/2017.
