 This is a combined synopsis/solicitation for both military unique items and commercial items using the applicable FAR Part 15 and Part 12 procedures.  There are ninety-three addidional items to added to teh current Long Term Contract (LTC) SPE4AX-17-D-9413.  This announcement constitutes the only notice of the solicitation; proposals are being requested and a written solicitation will not be issued.
The Defense Logistics Agency (DLA) Aviation intends to add eighty-two (82) items to Long Term Contract (LTC) SPE4AX-17-D-9413.  The attached National Stock Numbers (NSNs) with the sole exclusive distributor, AAR CORP (CAGE 1Y249). DLA Aviation is issuing this a combined synopsis/solicitation as a means of conducting market research to identify any additional parties with the authority and ability to meet this requirement. If your organization possesses an authorized distributorship agreement with the approved source for any of the attached NSNs, please respond with any objections to these items being included as part of this requirement.  


It is the Government's intent to use a letter solicitation format to the sole source Original Equipment Manufacturer (OEM) exclusive distributor; therefore, if any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the combined synopsis/solicitation closing date.  Please include the following:

1) Organization name, CAGE Code, address, E-mail address, telephone number, business size; and

 2) The distributorship agreements between your organization and the OEM, which clearly defines the scope of the distributorship agreement (territory, items covered under the agreement, length of agreement, etc.).


Surplus dealers are also invited to respond to this synopsis.  The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. (Note:  Other Aviation sites will provide their equivalent surplus clause, as applicable).  Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified.  In addition, respondents should identify the quantity available and price.  A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR Michael Massello (michael.massello@sba.gov. ; The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.
