The purpose of this project is to secure a complete set of services to accomplish vegetation management. Vegetation management includes precommercial thinning, (stand density management), release, girdling, pruning, planting, and animal damage control. The Contractor shall provide all supervision, labor, transportation, tools, materials and equipment required for the safe and timely completion of the project except as specifically noted otherwise. Project work may occur on Pacific Northwest Region 6 (Oregon and Washington) National Forests and on Oregon Region (Oregon and Washington) Bureau of Land Management Districts. This project will be a Blanket Purchase Agreement (BPA) with a period of performance of 10 years from date of award. Work to be specified, location of work and performance period will be ordered via Individual BPA Calls.

The solicitation used to establish the initial group of BPA holders will be issued via this web site on or about January 17, 2018. The solicitation will be set-aside 100% for small businesses. The applicable NAICS is 115310 with a corresponding size standard of $7.5 million. The initial solicitation will result in multiple awards. The number of BPA holders may be adjusted over time to ensure there is sufficient coverage for the services being ordered.


All responsible sources may submit a quote which will be considered by the Government. Please note that prospective contractors MUST be registered, and active, in the System for Award Management (SAM) database to be awarded a Federal Government Contract. Lack of registration in SAM on the part of the contractor will render a quote ineligible. If you are not registered, please register at the following site: https://www.sam.gov/portal/public/SAM/


This procurement requires the use of bio based products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Bio based Products Preferred Procurement Program (FB4P).
