This is NOT a solicitation for proposals, proposal abstracts, or quotations. This is a Sources Sought notice to determine what size companies are capable to perform this requirement. The purpose of this notice is to obtain information regarding:
(1) The availability and capability of qualified small business sources;
(2) Whether they are small businesses; HUB-Zone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and
(3) Their size classification relative to the North American Industry Classification System (NAICS) code 541690.
Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.

A. Background
The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) conducts, supports and coordinates research on many of the most serious diseases affecting public health. The Institute supports clinical research on the diseases of internal medicine and related subspecialty fields, as well as many basic science disciplines.


B. Objective: NIDDK Repository is seeking a vendor to conduct moving services for approximately 200 -80C Freezers and 15 LN2 Freezers as well as a few -2C refrigerators and laboratory equipment from two different locations (Germantown/Rockville MD and Piscataway NJ) to a single location (Frederick MD) to be performed over a period of three months. The contractor will move approximately 196 -80C freezers and 5 LN2 freezers to be moved from the Germantown/Rockville MD location to Frederick MD as well as two -2C refrigerators and various lab equipment. There will be approximately 7 LN2 freezers and 5 -80C freezers to be moved from Piscataway NJ to Frederick MD. These freezers will be staged on a loading dock and they are to be moved to a loading dock.
The move shall be coordinated between the points of departure and the point of delivery over a three- month period to ensure continued Repository operations while phasing those operations to a new Repository vendor.


C. Requirements


Maintain freezers according to manufacturer's specifications and maintain cold chain of custody
a. Use of trailers with redundant AC generation systems to generate the necessary electrical source needed to supply to the storage units to maintain their cooling operation
b. Temperature control & monitoring systems
c. Power generator with redundant power (diesel and electrical)
d. Electrical system (110 and 220 volts)
e. In case of power failure, automatic transfer switch prevents power loss
f. Redundant systems keep freezers powered at all times
D. Ability to load and unload equipment to avoid damage, including the use of a crane to lift liquid nitrogen storage tanks
E. A central dispatch office to provide round-the-clock monitoring of real-time data on vehicle location, support-system status and temperature data for each freezer being shipped.
F. Driver-technicians with applicable training in good lab practices and Federal/State certified to transport biological materials. Drivers must have a range of technical disciplines and are enabled to be effective in the widest possible range of duties and emergency response scenarios.
G. Full compliance with IATA regulations, C.A.R.B Climate Control Transportation as well as USDOT permits and certifications for moving biological materials.
H. Provide valuation coverage for damage or loss of equipment during the move

D. Submission of Capability Statement and Delivery Instructions:


In 10 pages or less, respondents should submit a capability statement of their organization which demonstrates their ability to supply the above requirements (see paragraph C. Requirements). Responses must reference the sources sought number and include the following:
(1) Name and Address of the Company, DUNS number,
(2) Size and type of business, pursuant to the applicable NAICS code 541690
(3) Point of contact with name, title, address, phone, fax and email,
(4) Estimate of projected duration of this project,
(5) Capability to provide the specifics of this requirement, with appropriate documentation supporting claims of organizational and staff capability
(6) Examples of prior completed Government contracts, references, the dollar value of that work, and other related information;
(7) List of organizations to whom similar types of services have been previously provided and the dollar value of that work.

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation.

No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).


A company of any size may submit a Capability Statement for this announcement.
