Moving Land Targets Command Control Components
THIS IS NOT A NOTICE OF SOLITICATION ISSUANCE. The Naval Air Systems Command (NAVAIR) intends to award a five (5) year, Indefinite Delivery, Indefinite Quantity contract and orders issued thereunder to Kairos Autonomi, Inc. on a sole source basis in support of the Navy Moving Land Target (MLT) command and control components for DoD customers. The resultant contract will provide continuing support for the currently fielded Navy MLT system. The contract will be structured to allow for the procurement of supplies and services necessary, to include, but not limited to: (1) MLT Pronto4 Navigation Command and Control (Nav C2) units, MLT Ground Control Stations (MLT Software), MLT Ground Relays, and MLT associated kits and support packages (i.e. target vehicle installation cable / bracket kits, Nav C2 steering ring / cable / brackets support packages), and subcomponent spare parts, Information Assurance (IA) implementation and updates (2) perform and provide Engineering Investigations for fielded MLT components; (3) perform Training in support of MLT activities; (4) provide programmatic, engineering and logistics technical support for fielded MLT activities; (5) support preparation of Engineering Change Proposals (ECP) and their incorporation in support of fielded MLT activities; (6) Repair of Repairable services and supplies of all MLT components (i.e. Navigation Command and Control (Nav C2) units; Ground Relays; Ground Control Systems (GCS); and (7) provide the necessary technical, financial and administrative data in support of the contracted efforts.
THIS IS NOT A REQUEST FOR PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(C)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Kairos Autonomi, Inc. is the sole designer, developer and manufacturer of the Moving Land Target systems, as well as the sole integrator of their proprietary systems into Navy targets. Therefore, Kairos Autonomi, Inc. is the only contractor with the requisite knowledge, proprietary rights, experience, and technical data that can meet the Government's requirements specified herein.
This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This synopsis does not constitute a solicitation and shall not be construed as a commitment by the Government. The Government is under no obligation to award a contract as a result of this announcement. Responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government. The Government is not responsible for any costs incurred and/or money expended by interested parties before award of a contract for the effort described above.
