This is a Sources Sought as part of the market research process. This notice is not to be construed as a commitment by the Government. This notice is for planning and information purposes only. The Government is under no obligation to pay for information submitted in response to this Sources Sought. All the information submitted will be considered and treated as public information. The vendor should not include any pricing or proprietary information. This is not a Request for Proposal or Quote; therefore, responses to this notice will not be accepted as offers.

The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various business concerns that might be interested to compete. The type of solicitation issued will depend upon the responses received to this Sources Sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. If a solicitation is released, it will be synopsized on the FedBizOpps website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.


The 366th Contracting Squadron at Mountain Home Force Base, Idaho, is seeking to identify potential sources for an Indefinite Delivery/Indefinite Quantity, Specialized Architect-Engineer (A-E) Contract. The purpose of this sources sought notice is to gain knowledge of qualified and interested small businesses with experience relative to NAICS code 541330. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all large and small businesses including 8(a), Service-Disabled Veteran-Owned, HubZone, and Women-Owned Small Business concerns with the relevant qualifications, experience, personnel and capability to perform multidiscipline Architect-Engineering (A-E) services. Primarily architectural with a strong environmental group, as well as a full range of other engineering disciplines to include electrical, mechanical, civil, fire protection, and structural. Various types of A-E Services such as investigation, inspection, studies, reports, and cost estimates may also be required as relates to project design.


Should a future requirement evolve from this preliminary planning process, it is anticipated that contracts will be awarded for a term consisting of one (1)-five (5) year ordering period to firms within a 500 mile radius of Mountain Home AFB, ID.. Task Orders written against A-E contracts are anticipated to range between $2,000 and $5,000,000. The overall program value is estimated at $20 million over a five-year period.


NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE:


The anticipated North American Industry Classification System (NAICS) for this requirement is 541330, with the corresponding size standard of $15M.


INFORMATION AND INSTRUCTIONS:


366 Contracting Squadron is requesting all interested and qualified firms respond to this sources sought notice with the following information. Any information provided to the Government as a result of this sources sought notice is voluntary and the Government will not pay for any information submitted. Respondents must include the following information within their statement of capability packages:


CAPABILITIES: It is requested that interested parties submit a brief capabilities package, not to exceed 6 pages, that addresses the following:


a. Offeror's name, address, CAGE Code, DUNS number, and small business status under NAICS 541310 and 541330.

b. Point of contact's name, phone number, and e-mail address.


c. Submit a maximum of five (5) projects worked within the past three years. For each of the contracts/projects submitted for experience provide the title; location; whether you were a prime or subcontractor; award and completion dates; contract or subcontract value; type of work, scope of work; a brief description of how the referenced contract/project relates to the work described; and customer information including point of contact, phone number, and e-mail address.


d. In addition, answer the following questions:
1. Can your company perform at least 50% of these services with your own employees?


e. Offerors shall NOT provide a SF 330 in response to this Sources Sought announcement.

f. Capability packages shall be one electronic copy. Capability package files should be in MS Office format (Word, Excel or PowerPoint) or Adobe pdf format, and should not exceed 5 MB on one email. All packages should contain UNCLASSIFIED material only.


g. Oral communications ARE NOT acceptable in response to this notice.


This sources sought should not be construed as a commitment by the Government for any purpose. Any information submitted by respondents to this sources sought is strictly voluntary and will be used solely for the purpose of market research. Please be advised that all submissions become Government property and will not be returned.
