Award a Sole Source Contract to Motorola Solutions
FAR 6.302-1 - Only one responsible source (except brand name)

The U.S. Military Academy, Mission & Installation Contracting Command (MICC), West Point, NY award a sole source contract under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, to installation and integration of up to 9 APX8500 Consolettes, and integrate into existing system. The Justification and Approval is attached.
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The proposed contract is to install up to 9 APX8500 Consolettes, and integrate into existing system, with proprietary Motorola Advanced Encryption Standard that provides a layer of communications security ensuring command and control of emergency service operations.
The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR Subpart 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
The Mission Installation Contracting Command - West Point on behalf of the United States Military Academy (USMA), West Point Directorate of Emergency Services (DES) intends to award sole source, firm fixed price contract to Motorola Solutions to install up to 9 APX8500 Consolettes, and integrate into existing system.


The anticipated North American Industry Classification System (NAICS) Code is 334220 Radio Communications Equipment with the associated size standard of 1250 employees.


This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to meet all aspects of the requirement. Responses should be addressed to, Mr. Ignacio Cordova via email at Ignacio.j.cordova2.civ@mail.mil no later than the response date and time of 12:00 PM EDT on Monday, 22 July 2019. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
