Monitoring and Evaluation Specialist


The U.S. Department of the Treasury is seeking a Monitoring and Evaluation Specialist for its Washington, D.C.-based technical assistance program. The Monitoring and Evaluation Specialist provides a wide range of operations management and administrative services to U.S. government employees and personal services contractors. The person selected will be hired under a personal services contract.


The Office of Technical Assistance provides technical assistance in over 50 countries in five functional areas; economic crimes, government debt and infrastructure finance, budget and financial accountability, banking and financial services, and revenue policy and administration.


The Monitoring and Evaluation Specialist leads efforts to develop and standardize OTA's monitoring and evaluation (M&E) policies and practices. The M&E Specialist is responsible for collecting and analyzing project data and continually refining existing procedures, methodologies, and tools for undertaking evaluations. This position requires significant public sector, private sector or non-profit work experience, expert knowledge of monitoring and evaluation standards and practices for foreign assistance, excellent written and oral communication skills; and strong organizational skills. Some travel will be required.


Responsibilities and Duties:
• Develop M&E policies and related documentation for technical assistance engagements and work across OTA to lead implementation efforts.
• Work with program teams to develop logical frameworks and theories of change that identify activities, outcomes and objectives.
• Develop and manage information systems for program monitoring data, including the development of a standardized monitoring data collection template.
• Maintain a comprehensive list of all OTA projects for use by OTA management and outside stakeholders. This requires ongoing collection and consolidation of project information into a summary document that identifies key information for each project, including the country, project objectives, advisors, funding sources, and start/end dates.
• Lead process to gather, assure the quality of, and analyze project monitoring data according to stipulated periodic schedule.
• Prepare reports, project documentation, and briefing papers related to M&E.
• Participate as a subject matter expert in preparing the contractual requirements for project evaluation.
• Provide technical input into evaluation design, including relevance of data sources and findings and assuring the quality of data reported by the contractor.
• Drawing upon subject matter expertise, address legislative requirements related to monitoring and evaluation.
• Represent OTA in interagency meetings.
• Liaise with interagency funding partners on M&E requirements specific to 632(b) transfers.
• Work with OTA management, Performance Budgeting Manager, Program Teams and external evaluator(s) to set annual evaluation calendar.
• Serve as POC for external evaluator(s) and coordinate receipt of contract deliverables.
• Develop and implement M&E data management strategy.
• Manage clearance and posting process of final evaluation reports.
• Develop an OTA clearinghouse for lessons learned to inform the selection, design and implementation of technical assistance projects.


Please note: These are PERSONAL SERVICES CONTRACTOR positions; NOT civil service positions.

U.S. citizenship is required.


SALARY: In accordance with program regulations and based on demonstrated salary history, salaries range from $32.60 to $50.80 per hour.

Candidates will need to be eligible to obtain and maintain an appropriate level of security clearance.
