     Modular Refrigeration Systems (MRS)

N00024-16-C-4024



  

Synopsis:

 

The US Navy's Naval Sea Systems Command (NAVSEA) hereby issues this Request for Information (RFI).  The Navy intends to procure Modular Refrigeration Systems (MRS) to replace legacy refrigeration systems on board CVN-68 Nimitz Class Carriers.  Each MRS shall consist of the three subcomponents listed below.  Each ship set consists of 21 systems.  Up to 3 ship sets per year shall be required.

 

A ship set includes:

•·        1.5-ton Modular Refrigeration Unit
•·        Universal Modular Refrigeration Unit Control Panel
•·        Compact Chill water cooled condenser (44,500 Btu/h)

All components must meet the following specifications:

•·        Heavyweight Grade "A" Shock Testing MIL-STD-901D
•·        Vibration MIL-STD-167-1A
•·        Electro-Magnetic Interference (EMI) MIL-STD-461 Rev F
•·        Airborne Noise Requirement MIL-STD-740-1

The MRS and its components must be a Ready for issue product that will not require any RDT&E.

 

 

REQUESTED RFI RESPONSES:

 

•1.               Describe your firm's technical capabilities and experience in meeting Government requirements of the same or similar size, scope and complexity and based on this scope, size, and complexity listed above.

 

•2.               Describe your engineering capabilities and experience with providing qualified equipment that meets Heavyweight Grade "A" Shock Testing (MIL-STD-901D) as well as all the other environment qualification tests.  Include your experience your success at obtaining Government concurrence of the testing results.

 

•3.               Describe your manufacturing capabilities and quality production management capabilities to produce large numbers of MRS equipment configuration components (up to 21 systems per ship set, 3 ship sets) each year for use on CVM-68 Nimitz class Carriers.  

Responses and comments are requested by 9:00 am (EST), on January 30, 2019.  Information should be e-mailed to Tammy Ryman, Contract Specialist, at tammy.ryman@navy.mil and Gerald Robertson, Contracting Officer, at gerald.t.robertson@navy.mil ; with the subject line "Response to RFI N00024-16-C-4024".  NAVSEA will accept ONLY electronic unclassified submission of responses.

Responses should indicate enough detail to clearly demonstrate your firm's capability to perform this or similar Navy requirements. 

Responses are requested to be provided electronically. Acceptable formats include Adobe PDF, Microsoft Word, Microsoft Excel and Microsoft PowerPoint files. 

Responses will not be shared outside the U.S. Government and U.S. Government support contractors. If proprietary information is submitted, it must be marked at the paragraph level to indicate those specific paragraphs that contain proprietary information. Responders should also indicate whether they permit disclosure of such proprietary information to Government Support Contractors. 


All submissions become Government property and will not be returned.

This RFI is issued solely for conducting market research in accordance with FAR Part 10 and does NOT constitute a Request for Proposal. The Government is NOT seeking or accepting unsolicited proposals. This RFI shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. Not responding to this RFI does not preclude participation in any future solicitation. If a solicitation is issued in the future, it will be announced via FEDBIZOPPS and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.

Questions regarding this announcement shall be submitted in writing via e-mail to the Contract Specialist and Contracting Officer's email addresses above.  Verbal questions will not be accepted.  Questions shall not contain classified information.

Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned business, HUBZone small businesses, and women-owned businesses are encouraged to participate.  Academia and other research organizations are also encouraged to participate.
