SYNOPSIS: The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) is seeking preliminary information, for market research purposes only, from capable and reliable firms, with at least a secret clearance, for the fabrication and installation of a modular office facility (MOF) that is located on a South West Asian military installation. This is not a request for proposal (RFP). However, the resultant contract will be awarded as a firm-fixed-price contract.


PROJECT SCOPE OVERVIEW: This market research effort seeks preliminary information from capable and reliable sources who may be interested in submitting a proposal to perform the fabrication and field installation of a modular office facility inside a warehouse that will be constructed by others. The MOF contractor will provide design assistance to the architect-engineering (A-E) firm designing the warehouse. The MOF contractor will provide the A-E firm with technical and engineering requirements of the MOF to incorporate into the warehouse design. The MOF contractor will make final electrical, HVAC, piping, and communications connections between the modular office to the appropriate tie-in points in the warehouse. Delivery and installation of the MOF must be coordinated with the completion and turnover of the warehouse. The MOF shall be one level with an open office space configuration; and approximately 64 feet long by 40 feet wide and 12 feet high. All mechanical ductwork, fire suppression, and electrical conduit shall be within the interior of the MOF. The MOF shall be designed such that another modular office space of the same size can be mounted on top of the MOF for future expansion.


Magnitude of Construction Project: The magnitude for this project is between $1,000,000 and $5,000,000.


Proposal Procedures: For this project, USACE intends to issue a RFP, utilizing the tradeoff source selection proposal evaluation procedures, on the best value continuum, in accordance with FAR 15.101-1. The intent is for the RFP to be issued as a full and open competition procurement. Evaluation criteria will be stated in the RFP. This procurement is anticipated to result in a single firm-fixed-price construction contract award.


The successful offeror will need to have demonstrated experience in constructing modular facilities in accordance with IC Tech Spec for ICD/ICS 705, TEMPEST, and various other government agency directives and specifications that may apply. All work, including design, fabrication, and installation, shall be accomplished by United States citizens with a minimum secret clearance.


Set Asides and Codes: The project is classified through the North American Industry Classification System (NAICS) under code 332311 - Prefabricated Metal Building and Component Manufacturing, with a size standard of 750 employees.


Additional Information: A list will not be generated from replies to this announcement. Contractors will not automatically receive the RFP package as a result of replying to this announcement.


A pre-solicitation announcement may eventually be publicized on the governmentwide point of entry FedBizOpps (FBO) website. Contractors are responsible for monitoring the website for the presolicitation announcement and for any posted changes or amendments.


SUBMISSION REQUIREMENTS: Interested firms must complete the Capability Statement and Project Experience Template included with this announcement as part of their submission. Provide your experience with not more than three similar projects.

Failure to respond to this notice will not disqualify your company from submitting an offer. USACE will not reimburse respondents for any costs incurred in preparation of a response to this notice.
