Modification to Sole Source Photonics Depot Services
The Naval Sea Systems Command, Naval Undersea Warfare Center Division, Newport, RI, (NUWCDIVNPT) intends to award, on a sole source basis, to L3 Technologies, Inc (CAGE 34228) a modification for additional supplies and services under Contract N66604-16-D-0349, awarded as a three-year Indefinite Delivery, Indefinite Quantity contract in January 2016. L3T (formerly L-3 KEO Corporation) will upgrade, repair and replace mast subassemblies; test, inspect and evaluate photonics masts. The need for an increase to the contract value and extension of the ordering period has been verified by the certifying technical and requirements personnel.
The modification will include an extension of the ordering period from October 2018 to March 2019 and an increase the contract value in accordance with a revised J&A.
Under the Statutory Authority of 10 U.S.C. 2304(c)(1), the Government intends to solicit and negotiate solely with L3T, the original equipment manufacturer (OEM), which is the only responsible source able to satisfy the Government's needs. This notice of intent is not a request for competitive proposals. In accordance with FAR 5.201(b)(ii), this announcement serves as the official notice prior to solicitation of the proposed contract action.
