The U.S. Army Corps of Engineers, Portland District will be advertising a Firm Fixed Price Commercial Services contract to perform a multitude of actions to modify and relocate a Portable floating fish collector located in the Cougar Reservoir. The awarded contractor will execute site work to include raising the fish collection module 18 inches by installing 18-inch columns at each of the supporting beams and providing lateral bracing for each vertical beam raised, and associated mechanical and electrical work. Additional requirements include installing perforated plate panel stiffeners, performing hopper modifications, fabricating and installing a bow mounted debris boom, installing a jib crane and base plate, and several other equipment relocations to be identified within the Performance Work Statement. The awarded contractor will also be responsible for relocating the Portable Floating Fish Collector (PFFC) by moving two of the existing gravity anchors and drilling two new rock anchors, moving the PFFC to its new position and connecting to the anchors. Access to the Portable Floating Fish Collector is by boat only.

This Contract will be advertised under 100% Small Business. Award is anticipated no later than 23 December 2014.

The Period of Performance for this contract will take place in inclement weather, with on-site services commencing from date of award and concluding no later than 45 days from date of award. Substantial work plans, to include dive safety plans, will be required for execution of these services.

A drafted Scope of Work has been included only for reference. This is a drafted specification and shall be used for informational purposes only. The solicitation should be released and available no later than 7 November 2014.


A SITE VISIST has been tentatively scheduled for 13 November 2014.


Contractors responding to this pre-solicitation announcement shall submit the minimum following information to Kathryn Newhouse: Kathryn.A.Newhouse@usace.army.mil. The information shall included:

2. Capabilities Statement on how your company can provide the services stated within the drafted Scope of Work

3. Similar projects completed for like services described within the Drafted Scope of Work

4. Acknowledgement that the NAICS codes for services to be rendered is within/or will be in the company's www.sam.gov profile by solicitation due date.

5. CAGE Code & DUNS Number.


The NAICS code for this requirement is 336611. The size standard is 1000 employees. This procurement is for 100% total Small Businesses only. The FSC Code is J019.
