PURPOSE: The Aviation Ground Support Equipment Product Management Office (AGSE PMO) located at Redstone Arsenal, Alabama is interested in gathering information on commercially available Maintenance Stands that meet requirements necessary to complete maintenance on Army rotary wing aircraft

DISCLAIMER: This RFI is issued solely for information gathering purposes; this RFI does not constitute a formal solicitation for proposals. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not provide reimbursement for costs incurred in responding to this RFI. No classified information should be included in the RFI response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI.

MINIMUM CAPABILITIES REQUIRED:

1.    Work platform operating heights shall be continuous in ranges between three (3) feet to 10 feet utilizing a manually actuated mechanical or hydraulic lifting system.
2.    Elevation from three (3) feet to 10 feet shall be achievable within two (2) minutes
3.    Hydraulic fluid type required for system operations shall already exist in Army inventory.
4.    Lifting system design shall include a failsafe brake or other self-locking device.
5.    Weight shall not exceed 2500 pounds and shall be manually maneuverable by no more than two (2) persons over improved surfaces and no more than four (4) persons over unimproved surfaces
6.    Base dimensional footprint shall not exceed 104 inches long by 84 inches wide and when configured for transport fit onto the HCU-6/E 463L pallet.
7.    Design shall be modular and include a staircase that extends at an upward sloping angle from ground to work platform entry. The stair section shall be self-leveling and uniform in the angle of rise at different heights of adjustment for the maintenance stand. Ladder design is not acceptable.
8.    Work platform maximum load capacity shall not be less than 500 pounds with a dimensional footprint not less than 48 inches wide by 48 inches long.
9.    Decks and steps shall be constructed of open metal riveted grating with a serrated surface. The open metal grating shall be anti-skid and allow drainage of fluids and debris.
10.    The entire structure shall be mounted on nitrogen filled pneumatic tire and caster assemblies with brakes or locks capable of maneuvering over improved and unimproved surfaces.
11.    Clearance between bottom edge of chassis/frame and ground shall not be less than eight (8) inches
12.    Configuration change shall be achievable by no more than two persons using the Army's Common Aviation Tool Set (CATS) only. Time to complete any configuration change shall not exceed 15 minutes.
13.     Design shall include integrated stowable stabilizers.
14.    When configured for operation, the maintenance stand shall interface with Army UH-60, AH-64, CH-47, UH-72, helicopters and UAS Systems. Design shall account for aircraft fuel pod and weapon pylons mounting locations to ensure access can be gained to complete all required maintenance tasks.
15.    All removable components and assemblies shall be stowable on the maintenance stand in a location that does not obstruct maintenance operations. Hardware used to secure stowed components and assemblies shall be permanently attached to the maintenance stand using security lanyards.
16.    Design shall include an integrated or stowable towing assembly consisting of a drawbar ring and bracket.
17.    Design shall include forklift pockets for lifting by forklift, sufficient attachment points for lifting by crane or similar devices, and attachment points for symmetrical restraint during air and ground transport.

Instructions:

After reviewing the requirements, if you desire to participate in this RFI, you should provide documentation that support your organization's capability in meeting the requirements. Failure to provide requested and supporting documentation may result in the Government being unable to adequately assess your capabilities and maintenance stand market availability. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement.

Participants are encouraged to explain in detail any business and engineering practices used to manufacture the maintenance stand. Please provide as much technical data and specifications as possible. Photographs are welcomed. You are also encouraged to identify known and potential problem areas and solutions.

It is the Government's desire that interested participants provide the production unit cost and part number of the system(s) submitted in their response.

1.    Provide a unit price for your maintenance stand.
2.    What is the weight and dimensions of your maintenance stand?
3.    Where is your maintenance stand manufactured?
4.    Briefly provide a description of your expertise and qualifications for providing and producing hardware to meet the requirements listed. What is the estimated lead-time for first article production? Follow-on production? Maximum manufacturing capacity per month? Per year?
5.    Describe your organization's experience in designing and manufacturing the requested hardware.
6.    Explain your Quality and Configuration Control Program and how they align with ISO 9001 and 9002 series.
7.    Explain your process for submitting documentation to the Government relative to diminishing manufacturing sources that ultimately affect repair parts availability and overall system life cycle sustainment.
8.    Provide your product military sales history by contract number, date, customer(s) and quantities.
9.    Describe your capability to add increase production if situations require, include how this would be accomplished, required ramp up time, etc.
10.    Describe your inspection program.
11.    Describe your warranty period, processes and procedures.
12.    Describe whether and how your products are manufactured to meet OSHA/AFOSH requirements.
13.    Describe the type tests your maintenance stands have/must complete prior to sale to the commercial community. For example, have you conducted load-bearing tests, environmental testing, etc.? Can documented test results be provided upon request?
14.    Describe your experience with developing Government technical manual. Explain whether you accomplish this using your own workforce or is it out sourced?
15.    Describe your experience with developing Government Provisioning Data. Explain whether you accomplish this using your own workforce or is it out sourced?
16.    Do you provide operation and maintenance manuals with your products? If so, briefly describe the contents.
17.    Based on your review of the capability requirements, describe any material that may be considered a major, critical contributor to the overall cost and production time of the maintenance stand.
18.    Describe your knowledge or experience in developing a technical data package that complies with Government specifications per DI-SESS-81000
19.    Describe your willingness to provide a demonstration of your product and the required time to execute once notified by request.
20.    Describe your experience in developing training instructions in multi-media format.
21.    Describe your experience with Product Verification Testing, Logistics Demonstration and Acceptance Testing.

22.    Describe your organization's process for tracking program risks, administer mitigation strategies to eliminate risk or reduce to an acceptable level.
