PRE-SOLICITATION NOTICE for 561A4-13-108 Modernize Waste Water Plant, at the VA New Jersey Healthcare System Lyons Campus, 151 Knollcroft Road, Lyons, New Jersey: Contractor shall provide all labor, materials, equipment and supervision as necessary to complete Project # 561A4-13-108 Modernize Waste Water Plant as outlined in the contract specifications and shown on the contract drawings. The project consists of, but is not limited to; Construction Services: Provide all labor, equipment and material to renovate the existing waste water plant at the NJHCS, Lyons Campus. The work will include but not limited to the installation of a copper filtration system, the replacement of the UV system, the rebuild of the existing sand filters and related equipment in accordance with the drawings and specifications provided. The work will also include the installation of two back flow preventers and their enclosures. The work will also include the demolition of the existing 10,000 gallon water tank. This construction project is 100% Set Aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs). All prospective contractors must be registered/verified on VetBiz website,www.vetbiz.gov to be considered for award. There will be a pre-bid conference/site inspection held for this project and all prospective bidders are strongly encouraged to attend on 2/27/2018 1000 hours to 1100 hours EST. Details of the pre-bid conference will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about 2/21/2018 1800 with the bid opening on/about 3/21/2018 2:00 PM EST. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006 competition is restricted to SDVOSB construction firms. Any vendor wishing to receive an award in response to this solicitation must be certified/verified by the Center for Veterans Enterprise (CVE) prior to award. Lack of certification will be considered non-responsive . This project magnitude range is between $1,000,000 and $2,000,000.The North American Industry Classification Code (NAICS) for this project is 237110, with a size standard of $36.5 million. Time for completion is 300 calendar days after receipt of the Notice to Proceed (NTP). All information, questions/amendments concerning this solicitation will be electronically posted at: http://www.fbo.gov. Interested bidders must be registered in the SAM database to be eligible for a contract award.
