This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, and Women Owned Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The Bureau of Reclamation, Pacific Northwest Region, anticipates a future procurement for the modernization of 5 existing cranes at the Hungry Horse Facility, Hungry Horse, MT

This project will be a Firm-Fixed Price construction contract. The principal component of the work to be performed under these specifications is the removal and disposal of the 5 old cranes and furnish and install of 5 new modernized cranes, which will include some design components. The contractor will be responsible for proper removal and disposal of all material in accordance with all applicable State, Local and Federal regulations and policies. The draft specifications are attached.

Reclamation is interested in obtaining vendor feedback on the draft Specifications and NAICS code usage in preparation for soliciting a Request for Proposal.

Work is located approximately 4 miles south of Hungry Horse, Montana in Flathead County.

Sources are being sought, initially, for firms with a North American Industry Classification System (NAICS) Code of 238290 with a Small Business Size Standard of $15.0 million, and the anticipated magnitude of this project in accordance with FAR Part 36.204(e) is more than $10,000,000. Another Construction NAICS codes being considered is 237990 with a Small Business Size Standard of $36.5 million. Contractors will be expected to perform a minimum of 15% of the work with its own employees (FAR 52.219-14, Limitations on Subcontracting). Several other NAICS codes being considered are 333120 and 333923 with a Small Business Size Standard of 1250 people.

**Responses to this notice will be used by the Government to make the appropriate acquisition decision. Contractor must be registered in System for Award Management (SAM.gov) (see internet site: http://www.sam.gov). Responses are requested with the following information, which shall not exceed a total of five (5) pages (page count does not include your questions concerning the specifications or NAICS):

RESPONSES TO THIS NOTICE:
All interested and qualified firms responding to this sources sought notice are required to provide the following information:
1.    Business Name, physical/mailing address, phone, point of contact, email and website if applicable;
2.    DUNS Number;
3.    A list of similar construction projects within the last five (5) years (at least three (3) descriptions)
4.    Your firms bonding capacity per contract/action;
5.    The list of relevant contracts/projects shall include the location, contract number, description, and estimated yearly value, performance dates and Government point(s) of contact (contracting officer and QAE/inspector) with phone and fax numbers. If submitting past performance/experience on a project in the role of a subcontractor, include the Prime Contractor's name and a quantifiable amount (percentage) of the project your company contributed to the overall scope of work.
6.    Any or all Small Business Classifications (Tell us if you are certified with the SBA under a socio economic program such as, but, not limited to 8(a) Program, SDVOSB, VOSB, HUBZone, small disadvantaged, and or WOSB.
