Model 572AC Servermaster Tube Severing Machine and Model 550 Chipless Tube Cutter System

The Naval Air Warfare Center Aircraft Division (NAWCAD) Joint Base MDL New Jersey Lakehurst NJ intends to enter into negotiations on a non-competitive basis with Tri Tool Inc., Rancho Cordova CA, for a quantity of four (4) Model 572AC Servermaster Tube Severing Machine, Tri Tool, P/N 05-0568, NSN 4920-01-580-5146, and a quantity of one (1) Model 550 Chipless Tube Cutter System, Tri Tool P/N 05-1354, NSN 5180-01-475-8425. These tube cutters are being procured for the V-22 Aircraft. Both the Model 572AC and 550 are able to meet the V-22 cutting requirements for all sized titanium tubing.

The Model 572AC Servermaster Tube Severing Machine is designed to cut V-22 Aircraft tubing. It includes a tube severing machine, collets for all existing tube sized 03, 04, 06, 08, 10, 12, and 16, cutting bits, squaring module attachment and cutting bit; all housed in a case. This severing machine is loaded with the appropriate collet and cutting bit in order to perform a cut. After the cutting bit is installed, the squaring module is used to finish the cut to a smooth finish.

The Model 550 Chipless Tube Cutter System is a self-contained set of tools and accessories designed to cut aircraft hydraulic tubing. It includes a pneumatic drive, 18" flexible drive, tube cutters (sizes 03, 04, 05, 06, 08 10, 12, and 16), maintenance tools and spare cutting wheels; all housed in a case. This tube cutting system is capable of cutting tubing of the following materials: carbon steel, low alloy steel, chrome steel, chrome/moly alloys, stainless steel, titanium, Inconel, copper, aluminum, and copper nickel alloys.

The drawings for the Model 572AC and 550 are proprietary to Tri Tool, Inc. The Government has neither the drawings nor the rights to use them in a competitive environment. Furthermore, the logistics for the Tri Tool Models 572AC and 550 are currently in place. The Government would incur additional logistics cost to support alternate tube cutters from another source offsetting any savings that may result from competing the requirement.

A firm-fixed price contract is anticipated.  The items will be delivered fob destination to NAWCAD Joint Base MDL NJ 30 days after award for the Model 572AC and 45 days after award for the Model 550.

The Government intends to procure this requirement under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
