THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTATION. This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this RFI will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this for market research purposes only. Should a formal solicitation be released, it may be through the Federal Business Opportunities (http://www.fbo.gov). The Government shall not reimburse the costs of preparing responses to this RFI.
1. SCOPE OF WORK: The Government is requesting a three ship Mock Dog Fight Performance during Malmstrom AFB, MT's Open House set for 13 and 14 July 2019.
2. PERFORMANCE MINIMUM SPECIFICATIONS: The Performance must (at a minimum) comply with the following criteria:
2.1. Physical Characteristics of three ship formation:
2.1.1. One FJ4B Fury.
2.1.2. One MiG 15.
2.1.3. One MiG 17.
2.2. Performance:
2.2.1. Performance must include fly-by over Malmstrom AFB, MT.
2.2.2. Performers shall attend mandatory open house safety briefings.
2.2.3. Performers shall include Sponsor and the Federal Government as additional insured on their insurance policy.
2.2.4. Performers must agree to maintain personal liability insurance with limits of one million dollars ($1,000,000.00" per aircraft/occurrence for bodily injury or property damage. A Civil Aircraft Certificate of Insurance (DD Form 2400) must be provided to Sponsor for the purposes of validating the above coverage upon request and before filing Federal Aviation Administration (FAA) waivers prior to commencement of performance under this contract. A Civil Aircraft Landing Permit (DD Form 2401) and Civil Aircraft old Harmless Agreement (DD Form 2402) will also be required before 12 July 2019.
2.2.5. Performer shall coordinate logistical requirements with the Sponsor's Open House coordinators to ensure the fulfillment of all referenced requirements.
2.2.6. With respect to media, sightseeing, flybys and formation flying, Performer agrees to abide by applicable FAA and United States Air Force (USAF) governing laws and regulations in the performance of these flights.
2.2.7. All additional practice flights outside the scheduled times at Malmstrom AFB will be coordinated by the Performer with the local airport. There will be availability at Malmstrom AFB, MT to conduct a practice performance on a date to be specified no later than 12 July 2019.
2.2.8. Performer shall have available flight worthiness records, maintenance records and pilot certificate available upon request.
2.2.9. Offeror must provide proof of unrestricted, surface level SAC card with quote.

3. COMPENSATION AND SUPPORT:
3.1. Sponsor will provide Performer fuel not to exceed 195 gallons for each practice or performance flight.
3.2. Sponsor will provide smoke oil.
3.3. Sponsor will provide Performer with fuel to top-off the aircraft prior to departure.
4. CANCELLATION/NON-PERFORMANCE:
4.1. In the event the Performer is unable to perform due to mechanical failure, en route weather, legal and/or health problems or other causes beyond Performer's control, balance due will be forfeited by Performer. Both parties shall make all reasonable efforts to fulfill their respective obligations.
5. AGENTS:
5.1. Ground crew and pilot(s) that are manning and operating aircraft shall be considered and treated as exclusive agents and employees of the Performer.
6. UNDERSTANDING:
6.1. Aviation is inherently reliant on weather conditions. All reasonable attempts will be made by both parties to accommodate schedule changes due to inclement weather and to fulfill duties agreed to by Performer and Sponsor as outlined above.



CAPABILITIES STATEMENT
Interested parties are encouraged to submit a capability statement, with descriptive literature, clearly demonstrating ability to meet the stated requirements. The capability statement should clearly present evidence that the interested party feels is relevant.
