This announcement is SOURCES SOUGHT NOTICE, 36C25518Q0146. This sources sought notice is for preliminary planning purposes therefore, no proposals are being requested or accepted at this time. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACTS SHALL BE AWARDED FROM THIS NOTICE.

1. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of interested parties capable of performing the work relative to NAICS code 621512, Diagnostic Imaging Centers.
2. The VA Network Contracting Office 15 has been tasked to seek commercial diagnostic centers capable of providing Mobile Ultrasound Services. Potential sources are responsible for the complete performance of the technical aspects of this requirement. The acquisition awarded is anticipated to be firm, fixed-price. The type of solicitation to be issued will depend upon the responses to this notice. Issuance of solicitation will be dependent upon the number of responses, information received, and subsequent market analysis. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requested. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of various members of the Business Community. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 621512. The Small Business Size Standard for this acquisition is $15M.

3. Description of services:
Mobile Ultrasound services shall be performed at:
Department of Veterans Affairs
Robert J. Dole VA Medical Center (VAMC)
5500 Kellogg
Wichita, KS 67218

Services shall include but are not limited to:
The complete performance of the technical aspects of Mobile Ultrasound services.
Provide all the technical and support personnel needed to complete the examination required.
Provide all ultrasound equipment needed to be perform diagnostic ultrasound examinations.
Provide the Robert J. Dole VAMC a DICOM media formatted optical disc (provided by Contractor) for copying acquired ultrasound examinations.

Mobile Ultrasound Services consist of providing one (1) Ultrasound Technologist experienced in performing and the diagnostic ultrasound examinations as PRN during regular business hours and on call after regular business hours. The Ultrasound Technologist shall be fully trained/qualified and shall be ARRT certified at the time of contract award. Contractor personnel shall be CPR Qualified and authorized to perform this life-saving act if necessary.

The Contractor shall provide Ultrasound services as PRN basis during regular business of 8:00 am-4:30 pm Monday through Friday; and as on-call for off-duty hours 4:30 p.m. - 8:00 a.m. Monday through Friday; and 24 hours during weekends and holidays.

The contractor shall be responsible for providing all labor, supplies, and equipment necessary to the mobile ultrasound system for the imaging of patients. The system will be digital and images will be burned to a CD. The CD will be sent, by courier, to the Radiology Department no later than 4:30 pm the next business day.

The contractor shall be notified by the VA when an ultrasound examination has been ordered. The contractor shall have 90 minutes to arrive at facility.

The Contractor shall arrive within 60 minutes for STAT Ultrasound examination. The Contractor will provide a CD of images by courier to the Radiology Department no later than 10:00 a.m. the following business day.

4. Please provide a capability statement addressing your organization s ability to perform as a prime contractor the work described above for Mobile Ultrasound Services and respond to the questions posed below. This is not a request for proposal and in no way obligates the Government to award any contract. Please limit your response to this synopsis to five pages and please include the following information:
Your company s name, addresses, point of contact, phone number, and email address.
Your company s interest in submitting an offer on the solicitation when it is issued.
Your company s capability to meet the requirements.
Your company s capability to perform a contract of this type and comparable work performed within the past three years to include a brief description of the project, customer s name, phone number and address, period of performance, and dollar value of the project.
How many contracts/task orders/BPA s have you been awarded in the last 24 months pertaining to Mobile Ultrasound Services?
How many providers in your candidate pool are actively seeking positions in the Wichita Kansas geographic region?
Would you be able to support PRN during regular business hours coverage?
Would you be able to support on call after business hours coverage?
Would your company s Ultrasound Tech be able to report within 90 minutes after notice of examination?
Does your company provide radiologist interpretations?
