This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is M00318-18-Q-0007 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The associated North American Industrial Classification System (NAICS) code for this procurement is 333249 (Other industrial Machinery Manufacturing) with a small business size standard of 500 employees. This requirement is a [Small Business] set-aside and only qualified offerors may submit quotes. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquistion Circular 2005-96 and Department of Defense FAR Supplement (DFARS) current to DPN 20171228.

DESCRIPTION: PROCESSES SPENT CARTRIDGES UP TO AND INCLUDING 20MM AT 8,000 TO 11,000 LBS PER HOUR DEPENDING ON SIZE AND MIX OF CARTRIDGES. KEY START CONTROL WITH AN EMERGENCY SHUT-OFF SWITCH. UNIT PERMANENTLY MOUNTED TO A DUAL AXLE TRAILER. INCLUDES: 8'X24' TRAILER LOW PROFILE, ELECTRIC BRAKES, MARKER LIGHT, TURN SIGNALS & BRAKE LIGHTS. INFEED CONVEYOR, HYDRAULIC DRIVE, INCLUDES HOPPER MOUNTED ON END OF CONVEYOR. HIGH SPEED ROTARY DRUM GRINDER. HYDRAULIC TANK (TO OPERATE CONVEYORS). 80HP DIESEL ENGINE, CONTROL PANEL AND SYSTEM INTEGRATION.

DESCRIPTION: Assist in setup of equipment and calibrate system to meet customer specifications. NOTES: (1) Customer is responsible to provide forklift and necessary personnel to assist contractor while on site (2) Customer is responsible for electrical hookup from power supply to equipment to meet local electrical codes (3) Contractor will help with training of personnel operating the equipment (4) Please include travel.

Award will be made to the contractor whose quote represents the best value to the Government. This determination will be made using price and technical acceptability.

Interested offerors must submit any questions concerning the solicitation via email to Sgt Raul Porras at raul.porras@usmc.mil no later than February 19, 2018 at 1:00 PM Hawaii Standard Time. Answers will be posted as an amendment no later than February 21, 2018 5:00 PM HST.
To be considered for award, contractors must submit quotations to ensure they reach destination by no later than 12:00 PM HST on February 26, 2018. Quotations received after the due date and time will not be considered for award.
