This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02.


The associated North American Industrial Classification System (NAICS) code for this procurement is 562213, with a small business size standard of $38.5 million.


The Columbia River Gorge National Scenic Area is seeking to purchase a self-contained mobile incinerator trailer with a forced air curtain that can be pulled by a pickup truck and utilized on landings to incinerate woody debris. The required unit must be operable by a single user and be usable year round when snow conditions allow. The proposed unit shall meet the following specifications:


• Mobile incinerator that can be pulled by a 1 ton pickup truck that uses forced air to limit smoke production. Trailers of a size requiring a CDL for transport will not be considered.
• Highly mobile trailer able to be transported to remote forest locations, preferably twin axle and less than 25' overall length.
• Unit shall be self-contained with its own diesel motor of a minimum of 10 HP.
• It needs to allow for above ground operation, units that require a pit or trench to be dug in order to operate will not be considered.
• Unit shall be less than 11,000 lbs total weight.
• During operation, unit shall not be more than 7.5 feet in height, allowing for loading of branches and wood by hand.
• Unit shall be road legal.
• Unit shall have a medium to large fire box capacity to allow longer limbs to be hand loaded. The fire box dimension shall be between ten and fourteen feet long, by 3.5-4.5' wide and 3.5-4.5' tall. Small incinerators designed to burn medical waste are not suitable for the needs of the Forest Service and will not be considered.
• Unit shall have a 2 5/8" ball hitch
• Fuel capacity shall be 8 gallons or greater.
• Unit shall have a minimum through put of 8 cubic yards of forest debris per hour.
• Proposed unit shall meet US EPA Emission Certification Tier 4e (Forest Service may require confirmation through prior testing or documentation).
• Unit shall have security locks around the power source.
