Mobile Communications Vehicle (MCV)
1. The General Services Administration (GSA) is a mandatory source for commercially available motor vehicles under the Federal Property Management Regulation (FPMR), Subpart 101-26.5-GSA Procurement Programs, Section 01-26.5-Purchase of New Motor Vehicles.
2. The purpose of this requirement is to obtain a Mobile Communications Vehicle per the attached Product Description (PD).
3. GSA Solicitation No. QMAA-HM-140013-D is issued as a Request for Proposal (RFP) to acquire a Mobile Communications Vehicle.
4. Prospective Offerors shall be able to comply with the SPAWAR SOP package. In addition, one or more items under this acquisition may be subject to the Trade Agreements Act (TAA), Buy American Act, World Trade Organization (WTO), Government Procurement Agreement (GPA), and Free Trade Agreement (FTA).
5. The GSA contract type contemplated is a Firm-Fixed Price (FFP) Indefinite Quantity Indefinite Delivery (IDIQ) contract. First production vehicle is required 180 days ARO (After Receipt of Order). Estimated contract performance period is date of award through 31 August 2015, with a one (1) Year option period.
6. The subject RFP is applicable to NAICS Codes: 336112- Light Truck and Utility Vehicle Manufacturing & 336211 Motor Vehicle Body Manufacturing. This acquisition is unrestricted.
