This is a SOURCES SOUGHT notice for market research purposes only to determine the availability of qualified sources capable of providing the services described below. To respond to this sources sought notice, please complete the attached form titled Response Form to Sources Sought Notice and email the information requested to Sandra McAnany, Contracting Officer at sandra.mcanany@va.gov and Nichelle Morris, Contract Specialist at nichelle.morris@va.gov. The closing date and time of this sources sought notice is September 9, 2019 at 10:00 AM Central Time. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Please clearly identify any information your company considers sensitive or proprietary.

Service: Community Based Outpatient Clinic (CBOC) for the Department of Veterans Affairs (VA), Black Hills Healthcare System in the location of: Mission South Dakota. The proposed CBOC services include leasing, furnishing, equipping, and staffing one CBOC and providing healthcare services to veterans. The proposed CBOC will provide services for an estimated quantity of 132 Veteran patients. The current CBOC is operated by a contractor and is located in Winner, South Dakota. The anticipated contract will be a re-competition for services to begin at the end of that contract, and the anticipated contract period is a base year plus four (4) one-year options, with services estimated to commence on 10/1/2020.

Please Attach:
1) In your opinion, do you see any risk areas associated with this effort that might disrupt the CBOC? If yes, how should they be mitigated?

2) If your company were selected, how many calendar days would your company need after the contract award date before you could be completely set-up and begin providing services?

3) Please submit a brief capability statement (less than 5 pages) with enough information to demonstrate to the VA that your company can provide the services. Please state whether or not your company has experience setting up and operating a VA CBOC and whether or not you have experience with current PACT (Patient Aligned Care Team) modeled clinics. The capabilities statement request is not a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding your company's ability to provide the services listed above. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Unrestricted Procurement.
