Miscellaneous Environmental Services and Sediment Sampling and Analysis in Various Northwest States Multiple Award Task Order Contract (MATOC)
Northwestern Division, USACE Seattle.

This is a SOURCES SOUGHT SYNOPSIS and is for information/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUYBPART 5.2. Proposed project will be competitive, firm-fixed price contracts. The type of solicitation to be issued will depend upon information received in response to this sources sought announcement. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Corps. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.

The purpose of this notice is to gain knowledge of potentially qualified Small Businesses (SB), 8(a), Small Disadvantage Business (SDB), Woman Owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of ¬¬¬¬541620, Environmental Consulting Services; small business size standard is $15 Million. Depending upon the responses in the small business categories listed above, the solicitation will either be set aside in one of the latter categories or be issued as unrestricted open to both small and large business.


Work performed under this contract is intended to augment District/Division expertise with technical support required for Seattle District, U.S. Army Corps of Engineers (USACE) navigation projects and for other environmental services. Work will include utilization of established field and laboratory sampling and data collection protocols, conducting field studies, development of relevant documentation required by Federal and state regulations, most notably the National Environmental Policy Act (NEPA), the Clean Water Act, and the Endangered Species Act, literature searches, and coordination with Federal, state and local agencies.
Navigation Projects
Technical support for USACE navigation projects will consist primarily of studies involving sediment and biota collection, chemical and biological testing, associated environmental coordination and preparation of required NEPA, Clean Water Act and other compliance documents. Studies may include testing of dredged material, reference areas/sites, and dredged material disposal sites in western Washington, western Oregon and southeastern Alaska. Work will include coordination and consultation with USACE representatives to design sampling and analysis plans, quality assurance plans and other study and/or planning documents.
Studies may include physical, chemical and biological testing and evaluations in the marine, estuarine and freshwater environments. Physical evaluations may include use of sediment profile imaging. Biological testing may include bioassays and bioaccumulation testing. Studies may also involve collecting sediment benthos and performing taxonomic and community structure evaluations, and tissue testing.
Work will require familiarity with all applicable regulations, including NEPA, CERCLA (Superfund), MTCA (Model Toxics Control Act), DMMP (Dredged Material Management Program), and Washington State Sediment Management Standards (SMS).
Environmental Studies
The environmental studies to be performed under this contract will involve environmental resources and issues throughout the Pacific Northwest and Alaska, primarily western Washington, western Oregon, northern Idaho and western Montana. This work includes site-specific resource field examinations, field sampling, monitoring and data analyses and reporting; NEPA environmental planning and impact assessment; and multimedia environmental compliance assessment and follow-up.
REQUIREMENTS:
Interested firms should submit a capabilities package, limited to five pages, to include the following:
1. Two examples of past experience projects being the Prime Contractor for miscellaneous environmental and sediment sampling similar in scope to the work described in the paragraphs above.
2. Firm's name, address, point of contact, phone number, email address and business classification (i.e., small business).
3. Firm's interest in bidding on the solicitation if issued.
4. Business classification, i.e., Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Program, or Other Than Small Business (large business).
5. CAGE code and DUNS number.
6. Firm's Joint Venture Information, if applicable.
Responses to this Synopsis will be shared with the Government Project Team, but otherwise will be held in strict confidence.
The official Synopsis citing a solicitation number will be issued on Federal Business Opportunities (www.FBO.gov) inviting firms to register electronically to receive a copy of a solicitation should one be issued.
Responses to the Sources Sought Synopsis should be received as soon as possible but no later than 2:00 pm (Pacific Daylight Time) on April 3, 2017. The responses should be forwarded to the attention of Bonilie Lackey, Contract Specialist, by email: bonilie.l.lackey@usace.army.mil.


All interested firms must be registered in SAM (https://www.sam.gov) and remain current for the duration of the contract to be eligible for award of Government contracts.
