Minority Focus/Tobacco Prevention & Cessation Media/Marketing
The purpose of this Request for Proposal (RFP) is as follows:
Based on the availability of funds, to solicit proposals which will result in one contractor who will coordinate
advertising, marketing and public relations activities for the Tobacco Prevention and Cessation Program (TPCP) for
minority outreach with a working budget of $500,000. The purpose of this contract will be to educate minority
communities about tobacco prevention and cessation with an encouragement to quit tobacco usage. Health
education campaigns will target the State's minority and underserved populations using multiple media
opportunities. Any media campaigns will promote tobacco prevention and/or cessation.
Specifically, we seek a contractor who will work closely with minority partners and TPCP to develop and implement
a comprehensive statelevel
media plan with measurable objectives and performance indicators, which will be
utilized by all program staff and minority partners to monitor the impact of these programs. The successful
media/marketing contractor will be charged with:
reviewing and incorporating existing media campaigns to specifically target minority communities
assessing the media and public relation needs of minority communities
determining and recommending the best strategies for reaching the target audiences and specific goals, in
order to achieve the greatest overall impact for educating on Tobacco Prevention and Cessation in
targeted populations, and
producing reports, publications and other materials for its minority partners and TPCP. The successful
applicant will meet the media, marketing and public relation needs of TPCP in an efficient, coordinated and
integrated manner.
